Doing business with Transport

COVID-19

In response to the current COVID-19 crisis, Transport for NSW has established a dedicated email address for subcontractors and suppliers to raise concerns regarding payments. All enquiries should be directed to paymentenquiries@transport.nsw.gov.au.

Transport for NSW is committed to improving the management of major construction projects and in particular, working with industry to foster strong relationships at all levels of the supply chain.

Key to this is ensuring payment obligations are met throughout the supply chain and any issues with non-payments are identified and resolved as quickly as possible.

Steps are in place to ensure greater transparency of contractor compliance with payment obligations down the contracting and supply chain.

New contractual arrangements, effective on most major contracts issued from 1 May 2017, provide Transport for NSW with the ability to direct head contractors to provide proof of payments due and payable to their subcontractors and suppliers.

This change means that Transport for NSW can intervene where it has concerns subcontractors or suppliers are not being paid.

It may, in certain circumstances, allow Transport for NSW to pay subcontractors and suppliers directly and offset those amounts from future payments owing to the head-contractor.

If you are experiencing issues with payment

  1. Contact your contractor representative as early as possible to discuss the issue both in person and in writing
  2. Consider your rights under the Building and Construction Industry Security of Payment Act, 1999. See our subcontractor payment fact sheet or the Fair Trading website for more information
  3. Read the NSW Government Free advice for contractors leaflet or contact the NSW Small Business Commissioner's Office, or
  4. Escalate your issue to Transport for NSW, by contacting us on 13 22 13 (during business hours) and asking for the Director Commercial Services.

These initiatives by Transport for NSW align to the NSW Government Action Plan which is a commitment to supporting and working with the construction sector during this period of unprecedented infrastructure delivery across the state.

Opportunities to participate in procurement events

Vendors invited to participate in procurement events will be sent an email containing the link from which the relevant documents can be downloaded.

Open tenders are listed on the NSW Government eTendering website

The website includes upcoming, current and closed tenders and the details of awarded contracts over $150,000 in value, as well as NSW Government procurement policies and guidelines.

To receive email notifications when new business opportunities arise, please register your details with eTendering, selecting the relevant business categories, ensuring you receive the appropriate notifications.

Transport Equip is an online system based on SAP technology used to manage business transactions for organisations that do business with Transport agencies (i.e. TfNSW, Roads and Maritime Services, NSW TrainLink and Sydney Trains).

Construction Contractors

General information

TfNSW works with a range of vendors and sub-contractors to deliver our portfolio of construction-related projects.

We are committed to providing an open and transparent contractual framework that is efficient and meets the needs of individual projects.

TfNSW Contractor Performance Management System

Environmental Protection Licenses

In accordance with the Protection of the Environment Operations Act 1997 (POEO Act), an Environment Protection Licence (EPL) must be obtained from the NSW Environment Protection Authority for certain TfNSW projects.

The EPL is held by TfNSW, the appointed construction contractor, or an alliance partner.

Transport for NSW Environmental Protection License

If you are the holder of the EPL for a TfNSW project, we require you to publish pollution monitoring data on your website in compliance with Section 66(6)(a) of the POEO Act.

You are also required to prepare and implement a Pollution Incident Response Management Plan (PIRMP).

Out-of-hours work

We need your help to minimise the impact of our projects on local communities.

If you need to carry out work outside of the standard working hours in the Conditions of Approval for your project you will need to have that work approved by TfNSW, other relevant authorities and/or the project’s Environmental Management Representative.

You will also need to notify the local community in advance.

All applications to undertake out-of-hours work must include an outline of what measures will be implemented to reduce the impacts on the local community.

TfNSW Learning and Development – External Training Requests

Enterprise RTO code 40657 – Transport for NSW (TfNSW)

Transport for NSW is an Enterprise Registered Training Organisation accredited by the Australian Skills Qualification Authority (ASQA) to deliver the nationally recognised units of competencies and skills sets.

Training programs are designed by Transport for NSW to equips learners with the required knowledge and skills to be able to safely access the Transport for NSW (TfNSW) Realm (Sydney Trains, NSW Trains, Sydney Metro and Transport for NSW).

Upon successful completion of the courses listed below, learners will be issued with a nationally recognised Statement of Attainment, by Transport for NSW RTO # 40657 within 30 calendar days. See individual course for unit of competency details.

TLIF0020 Safely Access the Rail Corridor (SX52)

This course covers basic safety principles and track terminology; and how to identify the major hazards to workers within the rail corridor, move to a safe place on the approach of a train and work safely on or about the track within a protected worksite.

Track Protection Officer Level 1 (TPO01)

The Track Protection Officer Level 1 Program is aimed at learners who are predominantly full-time employees of Sydney Trains, and also Industry wide Rail Personnel wanting to become Protection Officers. 

The program covers the training and assessment requirements that will enable you to perform tasks to correctly protect the worksite, and workers.

Duration: The course is completed over 6 months.
Entry Requirements: Before you enrol in this course you must:

  • Current RISI authorisation which aligns to TLIF2080 Safely access the rail corridor or TLIF0020 Safely access the rail corridor or SX52 Accessing the Rail Corridor (i.e. National Unit of Competency is not required if current RISI authorisation is held)
  • Current Category 1 Medical Assessment
  • Complete the ACSF Level 3 LLN assessment.

During the enrolment process, you must provide your valid Unique Student Identifier (USI) in order to receive a nationally recognise Statement of Attainment on successful completion. To apply for a USI click https://www.usi.gov.au 

PO AUTHORISATION        
Learners enrolling in the Track Protection Officer Level 1 (TPO01) course with an ATP will be required to complete the PO Pre-assessment to be authorised to work on the Sydney Trains Network. Please refer to Protection Officer Pre-assessment 

Upon successful completion of this course, you will be issued with a nationally recognised Statement of Attainment from the TLI – Transport and Logistics Training Package, which will include the following units of competency by Transport for NSW RTO # 40657 within 30 calendar days:
