NSW Bus Reforms and changes to concessions in Sydney and the Outer-Metropolitan areas
As part of the NSW Government's Bus Reform program, new contracts for the delivery of bus services have been implemented in metropolitan Sydney and the outer-metropolitan areas - Newcastle, the Lower Hunter, the Central Coast, the Blue Mountains and the Illawarra.
Under these new contracts, past differences in concession entitlements available on government and private services have been removed. This means eligible concession beneficiaries - including senior secondary students and eligible tertiary students - can access an expanded range of concession benefits.
What does this mean for issuers of concession cards for students?
As a result of these changes to concession benefits, there has been a change to the concession card students must carry to obtain a concession fare on a private bus service.
Under these new arrangements:
- For senior secondary school students, the NSW School Pupil Identification Card (Form 202); and
- For eligible tertiary students (and mature aged senior secondary school students), the NSW Student Identification Card (Form 204);
are the two cards now accepted for proof of eligibility for a concession on all:
- CityRail and CountryLink services
- Sydney and Newcastle Ferries services
- Government and privately operated bus services in the metropolitan and outer-metropolitan bus services.
This means that students who travel on privately operated bus services will now need to complete the application form for the NSW School Pupil Identification Card or the NSW Student Identification Card - instead of the Student Omnibus Concession Fare Certificate (Form 320).
The Student Omnibus Concession Fare Certificate is now only used for obtaining a concession on:
- rural and regional bus services (pending finalisation of the Government's Rural and Regional Bus Reform program); and
- privately operated ferry services across NSW.
