Guidelines for Issuing the Student Omnibus Concession Fare Certificate (for senior secondary students 15 - 18 years of age)

Target group

• Senior secondary school students aged 15, 16, 17 and 18 years attending NSW/ACT schools.

Services/travel covered

The Student Omnibus Concession Fare Certificate (Form 320) provides half fare concessions for secondary school students under 19 years of age.

It is available for use on:

• Local ferry services provided by private ferry operators across NSW; and
• Local bus services provided by rural and regional private buses.

Note: The concession does not apply to special and premium services, charter services, Special Event services or privately operated tourism services.

Types of concession cards

The Student's Omnibus Concession Fare Certificate (Form 320) is a cardboard card printed by the Ministry of Transport and is the standard card recognised on privately operated bus and ferry services (outside the new bus contract areas).

Operators may, however, recognise other cards for concession purposes under an alternative local arrangement. Alternative local arrangements could include:

• A completed Student Omnibus Concession Fare Certificate (Form 320) application form and certified by the school;
• A student identification card issued by a local school with a private operator concession foil placed on it; or
• The NSW School Pupil Identification Card (Form 204).

Card issuers

Private operators, except where an operator has put an alternate arrangement has been put in place (for example, where the schools issue cards on the operator's behalf).

Application Forms

The 320 application form (pink/white) is printed by the Ministry of Transport and available from private operators, or may be downloaded from the Ministry of Transport's website.

Application and issuance process

The school's authorised concessions officer certifies the applicant's enrolment status on the Student's Omnibus Concession Fare Certificate (Form 320) application form and fills in details of their class times and the commencement and end of term dates. Students are required to complete the remaining sections and make a declaration about their age.

Unless the private bus/ferry operator has a different arrangement in place, the student submits the completed form to the operator who then issues the card.

Operators (or alternate issuers) should not issue concession cards to students who do not meet the Eligibility Criteria, have not made a declaration, or where a form has not been completed and certified.

Period of validity

Cards are generally issued on a term/semester basis.

Fees

An administrative fee may be charged by the operator for card issuance.

Replacement cards

Issued by the original card issuer under conditions determined by the operator.

Records to be kept

A record should be kept of all students applying for a Student's Omnibus Concession Fare Certificate - Form 320, and a reconciliation statement should be compiled and retained for audit purposes.
