Transport for NSW's Freight focus
Efficient freight movements are vital to growth in our economy. Over the next few years Transport for New South Wales will work closely and collaborate with the Australian Government, local government and industry to support and promote efficient freight movement on rail, road and sea.
Given that the freight logistics industry accounts for over 11% or around $50 billion of this State’s economy, the NSW Government recognises the need for a freight policy framework and strategy that will guide infrastructure planning and support the State’s economic growth and development.
It is clear that, over the next 25 years, the forecast growth in population, housing and employment for Sydney and NSW will lead to significant new growth in the freight task. This will require us to have a clear focus on the task ahead.
Given the critical importance of the freight sector to the NSW economy, we are committed to the development of a 25-year NSW Freight Strategy, to plan for meeting the future freight task.
Importantly, in developing the Strategy, we will be working closely with the freight industry, and freight customers – the businesses of NSW – to make sure we have the right measures in place to keep our economy strong.
Government has the primary responsibility for developing and managing freight transport infrastructure in the State for the movement of bulk, containerised and other goods on the road and rail networks and by sea. Planning the linkages and capacity between key freight generators and consumers of freight is a major priority.
A NSW Freight Strategy is currently under development. It will outline the key challenges in developing a long term freight network, where the freight task is growing faster than population.
The Freight Strategy will further outline how we intend to meet these freight challenges. The NSW Freight Strategy will provide a strategic framework and short, medium and long term priorities to improve freight movement and inform Government and private sector investment decisions across all modes.
The Freight Strategy is being developed in conjunction with the NSW Freight Advisory Council and will build on the steps toward better integration of land use and transport in NSW, as outlined in the Metropolitan Plan for Sydney 2036, and NSW 2021.
The Freight Strategy will be integrated into the overall NSW Transport Master Plan that will include a strategic policy framework to guide decision-making in NSW, with a focus on providing for local and district trips, trips across Metropolitan Sydney, major connections to regional areas, and connections to both National and International markets.
The development of the NSW Freight Strategy is also building on the existing infrastructure development work that the NSW Government is doing to improve freight movement.
Some of the key projects that are underway include:
- Development of a third terminal at Port Botany
- Development of an Intermodal Logistics Centre (ILC) at Enfield
- Road improvements through Roads and Maritime Services (RMS).

Working with the Australian Government on delivering improvements to the freight rail network including:
- the Port Botany Freight Line
- the Northern Sydney Freight Corridor (NSFC) and
- the Southern Sydney Freight Line (SSFL)
These infrastructure works are being supported by changes in supply chain governance for example the Port Botany Landside Improvement Strategy which is being led by Sydney Ports Corporation.
