Management of level crossings in NSW

Individual rail and road agencies are responsible for the management of safety of the various components of their level crossing infrastructure. Regulatory oversight is provided by the Independent Transport Safety Regulator (ITSR), NSW Roads and Maritime Services and NSW Police.

Coordination of level crossing activities in NSW is provided through the Level Crossing Strategy Council. This is an interagency forum to promote coordination between agencies to improve level crossing safety. The council coordinates the development and oversees implementation of the Level Crossing Improvement Program.

Australian Rail Track Corporation

The Australian Rail Track Corporation Link to external site (ARTC) manages and maintains the interstate rail network and the Hunter Valley rail network under a 60-year lease from the State Government. ARTC also maintains the remaining Country Regional Network under a management agreement with the RIC.

Independent Transport Safety Regulator

The Independent Transport Safety Regulator Link to external site (ITSR) administers rail safety legislation, reports on the reliability and sustainability of publicly funded transport services and provides strategic coordination of safety regulation across transport modes of rail, bus and ferry.

Transport for NSW has been established to centralise transport policy, planning and coordination functions.

NSW Police Force Link to external site aims to protect the community and property by preventing, detecting and investigating crime, monitoring and promoting road safety, maintaining social order, performing and coordinating emergency and rescue operations. Other major services include traffic control, communications, intelligence analysis, anti-terrorist negotiation and security coordination.

Country Rail Infrastructure Authority Link to external site owns the NSW Country Regional Network on behalf of the State Government.

RailCorp

RailCorp Link to external site owns and maintains the rail infrastructure in the greater Sydney metropolitan region, delivers CityRail and CountryLink passenger services and provides access to its network to third party operators, mostly freight operators.

Roads and Maritime Service

Roads and Maritime Service Link to external site is responsible for promoting road safety and traffic management, driver licensing and vehicle registration. It is also responsible for maintaining and developing the national highway and state road network in NSW. It provides funding assistance to local councils for regional roads and to a limited extent, for local roads.
