Registration process

Construction workers on the tracks The registration and re-registration processes for Rail Bound Plant, Road-Rail Vehicles, Trailers and Trolleys are set out below.

1) Registration
Registration of Infrastructure Maintenance Vehicles (vehicles that are new to network)

This flowchart (pdf 23KB) illustrates this process.

2) Re-registration
Re-registration of Infrastructure Maintenance Vehicles (vehicles with lapsed registration)

This flowchart (pdf 23KB) illustrates this process.

3) Re-registration (Situational)
Re-registration of Infrastructure Maintenance Vehicles (vehicles that have been involved in an incident, have had a substantial design modification or have had a change of ownership)

This flowchart (pdf 21KB) illustrates this process.

4) Demonstration that a vehicle is registered
When a vehicle is registered it should have an up-to-date Rail Registration Certificate. The vehicle is to have a Registration Label, which is to be adhered in a prominent position preferably on glass within the vehicle cab or in a weatherproof label holder securely attached to the vehicle.

See the sample Registration Certificate (pdf 63KB) .

5) Waiver
We may, under certain circumstances, consider the issue of a waiver of full formal vehicle acceptance. This waiver would permit temporary vehicle operation on our worksites. The circumstances that might lead to a waiver being issued include a) emergency working, and b) where although full registration has not been acheived, vehicle operation is considered safe if subject to local operating constraints.

See the sample waiver (pdf 47KB).

6) De-registration
De-registration may occur as a result of the procedures identified in Process 2 and Process 3 above. On de-registration, owners/operators will be issued with a completed Transport Projects Form (EN-FO-166) Notification of Rolling Stock De-registration.

See the blank de-registration notification (pdf 87KB) form.
