Accredited Rolling Stock Operator
An entity that, as an owner and operator of its own railway rolling stock and/or plant, is accredited with ITSR as a Rail Transport Operator (RTO) under the NSW Rail Safety Act 2008

Brownfield rail site
A rail site, which may or may not be situated on another RTO’s operational infrastructure which interfaces with another rail site or rail system for which Transport for NSW is the accredited RTO and where the Transport for NSW Safety Management System applies.
 
Certificate of Compliance
A certificate issued by a competent body or person that certifies that a particular piece of rolling stock or plant has been tested for compliance with the appropriate interface standards and is considered safe to operate on Transport for NSW managed infrastructure
 
Classified Rolling Stock
Rolling stock specifically identified as infrastructure maintenance vehicles, plant and/or wagons, including trolleys and trailers, which are designed to operate on a railway track and participate in the construction and maintenance of rail infrastructure.
 
Certifying Company
A certifying body, when referred to in the context of assessing Rolling Stock, is a company which has been audited by Transport for NSW and approved as being competent for undertaking assessment of the suitability of Rolling Stock to operate on Transport for NSW sites.
 
Exemption
An application for exemption may be based on a change of ownership, a change of road registation (for a road/rail vehicle) or for some other technical basis.
 
Greenfield rail site
A Transport for NSW managed and controlled rail site under development which has no interfaces with other rail sites or rail systems.
 
Greenfield worksite
Worksite under construction without any rail traffic movements, or traction power systems being installed
 
Heavy Self Propelled Vehicles
A rail vehicle where the braking effort is such that the vehicle cannot achieve the 1.1 m/s2 deceleration, expected of smaller vehicles. (ie. the vehicle has a braking performance equivalent to that of a locomotive)
 
Incident Management Manual
A document covering the management and recovery of rolling stock which has derailed or failed on Transport for NSW managed infrastructure.
 
Independent Competent Person
An impartial person with no conflict of interest, having sufficient practical experience and theoretical knowledge of infrastructure maintenance rolling stock to enable that person to critically and capably examine new or modified vehicles to identify and assess the importance of any defects, weaknesses or non-compliances with regard to the vehicle’s continued safe operation and function, and be aware of their own particular limitations with regard to the task to be undertaken.
 
Infrastructure Maintenance Vehicle
A vehicle designed and constructed to operate on rail for the purpose of assisting infrastructure maintainers in carrying out the construction and maintenance of rail related infrastructure.
 
ITSR
Independent Transport Safety Regulator
 
Non-accredited Rolling Stock or Plant Operator
An entity that, as an owner and operator of its own railway rolling stock and/or plant, is not accredited with ITSR as an RTO.
 
Operating Exemption
A document issued by a competent Transport for NSW representative that authorises a piece of rolling stock or plant, based on historical compliance with pre-existing acceptance standards, for continued operation on or across Transport for NSW managed infrastructure.
 
Operating Waiver
A document issued by a competent Transport for NSW representative that authorises the one off movement of a piece of rolling stock or plant on or across Transport for NSW managed Infrastructure, based on sufficient evidence that risk control measures are in place.
 
Other RTO rail site
A rail site managed and controlled by another accredited RTO where the Safety Management System of the other RTO applies.
 
Rail Bound Plant
Rail vehicles for the purpose of infrastructure maintenance, specifically designed for operation exclusively on railway tracks. Some vehicles may access work sites by rail and others may be transported by road to a worksite and placed on rail.
 
Rail Bound Rolling Stock
Rail vehicles specifically designed for operation exclusively on railway tracks.
 
Rail Corridor
The space on an operational rail line measured from fence-line to fence-line, or if there are no fences, everywhere within 15 metres of the outermost rails.
 
Rail Site
A worksite becomes a rail site from the point in time during the construction of a railway when traction power systems are being installed, or it is intended that rolling stock will operate, including hi-rail vehicles or any other rail-mounted vehicle.
 
Rail Traffic
Trains, track maintenance plant, road-rail vehicles or any other rail-mounted vehicles.

Rail Transport Operator (RTO)
The following who are accredited by ITSR as an RTO under the NSW Rail Safety Act 2008: • A rail infrastructure manager. • A rolling stock operator. • A person or entity that is both a rail infrastructure manager and a rolling stock operator.
 
Rail Vehicle Registration
The recording of a rail vehicle’s ownership and technical details on a Transport Projects owned register to indicate that the said vehicle has met Transport for NSW acceptance requirements and is authorised to operate on Transport for NSW managed rail infrastructure in accordance with Worksite Operating Conditions.
 
Road-Rail Rolling Stock
Vehicles designed essentially for operation on road but fitted with rail wheels for guidance to permit them to operate also on rail.
 
Rolling Stock Incident
An incident involving an infrastructure maintenance vehicle, such as a derailment, a collision on rail or road or vandalism, resulting in damage to the rail guidance equipment sufficient to place doubt on its ability to operate safely on rail.
 
Rolling Stock Operating Conditions Manual
A document covering the technical requirements applicable to rolling stock operating on Transport for NSW managed rail infrastructure.
 
Substantially Modified Vehicle
A vehicle that has been physically modified from its original registered configuration or that is being employed for a task which is different from it's intended original design purpose.
  
Trailer
A vehicle with two (2) or more rail wheels which is towed with a drawbar behind another powered infrastructure maintenance vehicle.
 
Trolley
A four (4) wheeled rail vehicle which is manually pushed or pulled along a rail track.
 
Vehicle
Any item of rolling stock that can operate on rail
