SSTS Pass Usage Survey Results
The Ministry of Transport has conducted a survey of pass usage of students travelling under the School Student Transport Scheme (SSTS). Selected households across NSW were surveyed about student travel patterns.
What was the survey about?
There were 2 parts to the survey:
Part 1, was a household telephone survey of the pass usage of NSW school children who hold a School Student Transport Scheme pass. The aim of the survey was to estimate the number of pass holders who use their pass to travel to and from school on a daily basis. This survey collected information over a 12 month period, from May 2003 to May 2004.
Part 2, was a research 'special study' to gain knowledge of the factors affecting students travel and pass usage and the attitudes of students and their parents to the scope and purpose of the SSTS. The special study involved research through small focus groups of selected parents and some senior high school students, with additional questions arising from focus group topics added to the Part 1 telephone survey.
Who conducted the survey?
The survey was conducted by Taverner Research Company on behalf of the Ministry of Transport.
Why did the Ministry need the survey?
This survey provided information on the actual student travel under the School Student Transport Scheme and information on why some students who have a SSTS pass do not use it. The data is essential to gain a complete picture of how SSTS is being used and will assist the Government with policy decisions about the Scheme.
How was it conducted?
In Part 1 of the survey, households were telephoned and asked questions about how students travel to and from school and their use of SSTS passes. No child under the age of 16 was questioned.
Participants in the focus groups in Part 2 of the survey were recruited by invitation from those who were interviewed in Part 1.
How is the Ministry using the results of the survey?
The results from Part 1 provided information on the actual usage by students of their travel entitlements under SSTS. This information is assisting the Government to make well informed planning decisions about the Scheme.
The results from Part 2 provided information on the motivational factors affecting student travel pass usage and information on household dynamics that can affect travel patterns to and from school, and why eligible students may not use their passes to travel.
It also provided information on perceptions of problems with student transport generally, desired changes to the free travel pass scheme and attitudes to possible changes to the Scheme, such as a parental contribution to the cost of student travel or introducing limits on the distance allowed for free travel.
What about confidentiality?
All information collected is completely confidential and is being used for statistical purposes only. First names only were used to assist the interviewer. No names or other identifying information was kept on any permanent record.
