Zoned Land Supply in Greater Sydney

This measure shows the amount of zoned land available for industrial and urban services use, including freight stock in Greater Sydney.

Dedicated land for freight tasks is important to ensure that industries have the space to operate efficiently and expand in response to the growing freight task.

While the amount of land is important, its location is also key to ensure that industry has appropriate access to transport linkages and our trade gateways.

Planning for freight is a shared responsibility between the Greater Sydney Commission, the Department of Planning and Environment, local councils and Transport for NSW.

Description: This visualisation displays the amount of zoned Employment Lands within Greater Sydney’s five districts that could be used for freight related purposes. The Department of Planning and Environment releases the Employment Lands Development Monitor (ELDM) annually here.

This measure uses data from the ELDM to show change in the amount of Employment Land over time.

The ELDM tracks the total stock, development status, servicing status and distribution of all industrial zoned land (IN1 General Industrial, IN2 Light Industrial, IN3 Heavy Industrial and IN4 Working Waterfront) as well as, B5 Business Development, B6 Enterprise Corridor and B7 Business Park zoned land (see Definition below for details). The ELDM covers Greater Sydney, the Central Coast, Hunter and Illawarra-Shoalhaven regions.

Definitions

The Greater Sydney districts are defined by groups of LGAs and include:

  • Eastern City - Bayside, Burwood, Canada Bay, Inner West, Randwick, Strathfield, City of Sydney, Waverley and Woollahra
  • Central City - Blacktown, Cumberland, Parramatta and The Hills
  • Western City - Blue Mountains, Camden, Campbelltown, Fairfield, Hawkesbury, Liverpool, Penrith and Wollondilly
  • North - Hornsby, Ku-ring-gai, Hunters Hill, Lane Cove, Mosman, North Sydney, Northern Beaches, Ryde and Willoughby
  • South - Canterbury-Bankstown, Georges River and Sutherland

Industrial zoned land areas are defined by:

  • IN1 General Industrial – permitted with consent: depots, freight transport facilities, garden centres, general industries, hardware and building supplies, industrial training facilities, light industries, neighbourhood shops, places of public worship, warehouse or distribution centres.
  • IN2 Light Industrial – permitted with consent: depots, garden centres, hardware and building supplies, industrial training facilities, light industries, neighbourhood shops, places of public worship, warehouse or distribution centres.
  • IN3 Heavy Industrial – permitted with consent: depots, freight transport facilities, general industries, hazardous establishments, heavy industries, offensive storage establishments, warehouse or distribution centres.
  • IN4 Working Waterfront – permitted with consent: boat building and repair facilities, boat launching ramps, jetties, light industries.

Business zoned land areas are defined by: 

  • B5 Business Development - permitted with consent: Centre-based child care facilities, garden centres, hardware and building supplies, landscaping material supplies, passenger transport facilities, respite day care centres; specialised retail premises and warehouse or distribution centres.
  • B6 Enterprise Corridor - permitted with consent: Business premises, community facilities, garden centres, hardware and building supplies, hotel or motel accommodation, landscaping material supplies, light industries, passenger transport facilities, plant nurseries, and warehouse or distribution centres.
  • B7 Business Park - permitted with consent: Centre-based child care facilities, garden centres, hardware and building supplies, light industries, neighbourhood shops, office premises, passenger transport facilities, respite day care centres and warehouse or distribution centres. 
     
Limitations
  • Does not include the location of land within the district and its accessibility to major transport links or gateways. 
  • There is no record of the suitability of land for industrial usage or compatibility with adjacent land uses.
  • Industrial and urban services are very broad categories of land use but provide an indicative guide to land use capacity available for different kinds of businesses including freight. It should be noted that freight and logistics activities often have unique requirements and less flexibility regarding locational decisions. Not all land zoned industrial or urban services may be suitable for freight activities which play a critical role for the economy.
