OSOM Load Declaration

Transport for NSW has developed a Load Declaration form which certifies the mass and dimensions of the loaded combination comply with the permit conditions.

Compliance with permit conditions for Oversize and/or Overmass (OSOM) moves is critical to ensure the safety of all road users. Transport for NSW, in consultation with NSW Police has continually implemented initiatives and processes to improve the safety and compliance of OSOM transport. These initiatives have included the requirement for a Transport Management Plan (TMP) and an operator declaration.

As part of this ongoing development, and in line with the processes in other jurisdictions, Transport for NSW has developed a detailed Load Declaration form which certifies the mass and dimensions of the loaded combination comply with the permit conditions.

Effective immediately, all OSOM moves that are required to be escorted, must have a signed NSW Load Declaration in addition to a TMP. This will replace the existing declaration signed by operators. The NSW Load Declaration certifies the mass and dimensions of the loaded combination and indemnifies each Road Manager and NSW Police.

It is critical that the vehicle configuration, including the overall dimensions and total mass of the loaded combination, complies with the permit conditions. In order to ensure this is the case, and also to assist with the more efficient management of OSOM moves which require escorts, a new condition will be implemented on Class 1 OSOM Permits.

The NSW Load Declaration (PDF, 257.43 KB) must be carried by the driver of each loaded vehicle combination. A copy must also be provided to the escort vehicle driver. Where more than one escort vehicle driver is required for the movement, the NSW Load Declaration (PDF, 257.43 KB) must be provided to the lead escort driver for the movement. The new condition provides greater assurance that the vehicle combination complies with permit conditions.

In relation to moves of agricultural equipment or agricultural vehicles, a NSW Load Declaration (PDF, 257.43 KB) is only required for moves travelling on or east of the Newell Highway. This does not affect the current requirements for TMPs which continue to be required in particular circumstances.

Permit condition

A: For all moves which require a Transport Management Plan (TMP), the driver must carry a signed NSW Load Declaration that certifies the total masses and overall dimensions (height, width and length) of the loaded combination undertaking the move. A copy must also be provided to the escort vehicle driver. Where more than one escort vehicle driver is required for the movement, the copy of this declaration must be provided to the lead escort driver for the movement.

B: Where the move is agricultural equipment or machinery, a NSW Load Declaration is not required for vehicles travelling west of the Newell.

Statement of reason: to provide assurance that OSOM loads which are escorted comply with the mass and dimension requirements of the permit.
