Become a mobile safety check provider

Transport for NSW (Transport) has trialed a Mobile Pink Slip service to determine whether mobile safety check inspections (pink slips) can be delivered in a safe and effective way at a convenient location nominated by the vehicle owner.

This trial was successful, and Transport has now implemented this service as a permanent service option in the Authorised Inspection Scheme (AIS).

What happens next?

For those that become endorsed to carry out mobile safety check inspections, Transport has developed an app to facilitate mobile inspections. The R-Safety app has been developed in consultation with industry to support ease of use and compliance for AIS examiners for improved safety outcomes for vehicle owners. It is a requirement to use the R-Safety app for all mobile inspections.

For more information or questions, please feel free to contact ais@transport.nsw.gov.au.

Read the Supplementary AIS Business Rules for mobile inspections to ensure that you are aware of requirements and expectations of a participant in the scheme.
Consider seeking independent advice about whether the Mobile Pink Slip service is a suitable business model for you.

Complete and return the below forms with all the required documentation:

If your application is approved, you will receive an onboarding email with steps to download the R-Safety app and how to log in.

What equipment do I need to complete a Mobile Safety Check inspection?

•    Light transmittance meter (window tint)
•    Headlight alignment tester
•    GPS enabled brake test machine

Where can I download the R-Safety app?

The R-Safety app can be found on Google Play or Apple App Store and can be used for phones and tablets:

•    Apple App Store - R-Safety
•    Google Play Store - R-Safety

Note: You will only be able to log in and use the app ‘for mobile inspections’ if your application for mobile endorsement is approved.

•    Apple requires iOS 13.0 or newer
•    Android requires 5.0 or newer

Can I share my log in details with someone else?

No, only you can use your individual log in to do inspections with the R-Safety app.

What do I do if the app isn’t working?

Restart the app, log out and back in again. If you continue to experience problems, contact MobileLVI@transport.nsw.gov.au

Why can’t I use the app outside of a 75km radius of my fixed AIS station?

The 75km radius requirement assures customers that our mobile examiners can readily return to an AIS Station (located in NSW) for any necessary reason, providing them with peace of mind and flexibility, compliance, and safety.

Transport is committed to maintaining high-quality inspections across NSW. The 75km radius is a crucial part of that commitment. This requirement allows for greater regulatory supervision to provide customers with additional assurance while setting a high benchmark for safety standards.

The R-Safety app uses Global Positioning System (GPS) data to record the location of a Mobile Safety Check inspection.

Can I complete an inspection if I don’t have phone reception or a Wi-Fi connection?

Yes, but you need to start the inspection when you still have phone reception or a Wi-Fi connection. The app has offline capability to record inspection information when there is no mobile phone reception such as in a basement car park (provided you are logged in to the app before you lose reception).'

Once the connection has been re-established, you must manually submit the inspection in the app within 24 hours of conducting it.

What happens if I can't get a GPS reading?

Ensure that location settings are turned on during the inspection.

Can I put an inspection on hold halfway through?

Inspections can be placed on hold for up to 24 hours from when they were started.

Where do I find inspections I have put on hold?

The inspection will be on the landing page of the R-Safety app if it is within 24 hours of being put on hold.

Can I retake or replace a photo during an inspection?

Yes, if this occurs within the app and the inspection has not been submitted.

What physical paperwork needs to be kept on site?

Physical copies of the brake test results must be stored in a safe and secure place at your AIS Station.

Can I have multiple sessions on separate devices?

No, you can only be logged into one device at a time.

Can I charge a call out fee for Mobile Safety Check inspections?

A call out fee can be charged separately and agreed with the customer in writing (e.g., text message or email etc.) before you travel to the inspection site and carry out the inspection.

Note: a proprietor must ensure that examiners conducting a Mobile Safety Check inspection, do not charge a customer more than the maximum fee prescribed by Transport for NSW for the inspection.

What vehicle/trailer types can be inspected through the R-Safety app?

Light motor vehicles with a Gross Vehicle Mass (GVM) of 4.5 tonnes or less other than tow trucks, buses, or mobile cranes.

Other light vehicles that can be inspected through the R-Safety app include mopeds, motorcycles (including motorcycles with a sidecar attached) and motor tricycles (trikes), light trailers (including caravans) that have an Aggregate Trailer Mass (ATM) of 4.5 tonnes or less.

Note: a trailer that does not have an identification number (e.g. VIN or chassis number) cannot be inspected through the R-Safety app.

What happens if I complete an inspection and there is an outstanding defect against the vehicle?

The defect will need to be cleared before the inspection is completed and passed.

What happens if I don’t follow the Supplementary AIS Business Rules for mobile inspections?

It’s important that you read, understand and follow the Supplementary AIS Business Rules for mobile inspections. If you don’t follow the rules, you can be fined and/or removed from the AIS.
