Project overview

The NSW and Australian governments are planning for a future upgrade and extension of Cambridge Avenue, Glenfield. This upgrade will ease congestion and support the Glenfield Place Strategy by providing reliable access and improved connectivity to support new homes as well as population and economic growth in the area.

A concept design and Review of Environmental Factors (REF) under the Environmental Planning and Assessment Act 1979 (EP&A Act) will be placed on public display between 11 November and 8 December 2025. We encourage the community to provide feedback on the proposed design via our website, email or at one of our in-person consultation sessions at Glenfield Community Hall by 8 December 2025.

Transport is seeking community feedback on the western section of the proposed Cambridge Avenue Upgrade project between Campbelltown Road and approximately 520m east of Canterbury Road.

Project information

Background

Western Sydney is Australia’s third largest economy and the population is expected to grow from two million to three million people over the next 20 years. The NSW Government is preparing for this growth by ensuring transport corridors serve future residential and employment lands.

Cambridge Avenue is an important future transport corridor which will support the Glenfield Place Strategy by providing reliable access and improved connectivity to and from Campbelltown Road, the Hume Motorway and the M5 and M7 motorways.

In the long term, the proposal aims to provide secondary access to Moorebank Logistics Park.

Transport has prepared a Review of Environmental Factors (REF) (PDF, 2.88 MB) for the section of the Cambridge Avenue upgrade between Campbelltown Road and approximately 520m east of Canterbury Road, which assesses potential impacts during construction and operation.

Review of Environmental Factors (REF)

A Review of Environmental Factors (REF) has been prepared to assess the potential impacts of the proposed Cambridge Ave upgrade. The assessment looks at a range of issues such as traffic and transport, noise and vibration, biodiversity, flooding and drainage, soil and water quality, as well as potential effects on nearby properties and communities. The REF also identifies a series of mitigation measures to reduce these impacts and ensure the project is delivered in an environmental responsible way.

The REF currently on display covers the western section of the corridor from Campbelltown Road to approximately 520 metres east of Canterbury Road. Planning for the eastern section extending to Moorebank Ave will happen in the longer term.

All feedback received will be reviewed and summarised in the Submissions Report. The community will be informed once this report is finalised.

Benefits

  • provide a more reliable road network to support economic and residential growth
  • support the Glenfield Place Strategy by improving access to Campbelltown Road, the Hume Motorway and the M5/M7
  • enhance active transport options through new shared walking and cycling paths
  • improve safety and connectivity to Glenfield Station and surrounding residential areas reducing congestion and improving traffic flow
  • in the long-term, serve as a key freight distribution link by providing a secondary connection to Moorebank Logistics Park and contribute to a more integrated and accessible road network.

Moorebank Intermodal Terminal Road Access Strategy

Terminal Road Access (MITRA) Strategy to:

  • address increasing traffic and freight movements in the Liverpool and Moorebank area over the 
    next 10–20 years
  • identify road infrastructure improvements to meet the forecast growth of Liverpool CBD and regional traffic, considering the construction of Moorebank Logistics Park.

The proposal to upgrade Cambridge Avenue is one of the road infrastructure improvements identified in the MITRA strategy.

Recommended design

The recommended design would:

  • provide a reliable road network to support economic and residential growth in western Sydney
  • reduce congestion in the wider Sydney road network
  • provide efficient, reliable travel between the Moorebank Logistics Park and the state road network
  • support the M5 Motorway as the key gateway for south west Sydney
  • improve flood resilience across the Georges River.

Property Acquisition

As the project progresses, there will be a need for Transport to acquire some properties. These may be full or partial property acquisitions.

A Transport Personal Relationship Manager Acquisitions will speak directly with any potentially affected property owners and continue to be in contact as the project progresses.

What happens next?

All feedback on the REF will be considered in the final design. A summary of comments and responses will be published on the Transport website, and community members will be notified and kept informed.
