Commencement of the Road Transport (General) Regulation 2021 and submissions received.

The new Road Transport (General) Regulation 2021 commenced on 1 September 2021 to replace the Road Transport (General) Regulation 2013. The Regulation can be viewed on the NSW legislation website at www.legislation.nsw.gov.au.

The proposed draft of the Roads Transport (General) Regulation 2021 with the Regulatory Impact Statement was released for public consultation on 30 June 2021. The last day for submissions was 31 July 2021.

Transport for NSW thanks all individuals and organisations who contributed to consultations and who were directly involved in the preparation of the Road Transport (General) Regulation 2021. These contributions were invaluable.

Transport for NSW received 16 submissions on the Regulation. Those submissions with consent to publish have been provided below:

The main changes in the 2021 Regulation:

  • Improve pay parking and loading zone schemes  to reduce complexity
  • Provide for a range of technology neutral solutions for payment, ticketing and enforcement
  • Enhance compliance and enforcement activities associated with the Mobility Parking Scheme (MPS), including the new requirement for a holder to notify a change of address to Transport for NSW and allowing an authorised officer to confiscate a MPS permit that has been revoked.

Some proposals from the consultation phase have not been included in the Regulation because they require further analysis and consideration. Transport for NSW will consult with relevant stakeholders to further consider these proposals, including any potential additional changes to the Regulation.
