Apr 2019 - Intersection upgrade

Transport for NSW will upgrade the intersection of Eastern Valley Way and Edinburgh Road, Castlecrag to improve safety and efficiency. Please view the April 2019 notification for more information.

The intersection upgrades, including a new dedicated right turn arrow from the eastern side of Edinburgh Road into Eastern Valley Road northbound, come after residents raised concerns about safety. Crash data indicates there have been seven crashes involving pedestrians at this intersection in the last 10 years.

After consulting with residents and businesses in Castlecrag, we have revised our original proposal to upgrade the intersection. The changes mean we won't remove any parking spaces permanently and have reduced the number of parking spaces that will be restricted during peak times of the day.

Project information

Background

In February 2018 Transport for NSW sent a notification and held a community information session to hear feedback on a proposal to create an extra lane on Edinburgh Road to accommodate dedicated right turn traffic lights into Eastern Valley Way. This included permanent removal of six parking spaces on the northern side of Edinburgh Road and restrictions on 26 spaces on the southern side of Edinburgh Road.

After listening to the community, Transport for NSW has decided to proceed with the project with a number of changes to the scope. Under the revised scope the right turn lane currently on Edinburgh Road will be used for a dedicated right turn traffic light phase and the left lane will be used for through and left turn movements. Under the revised proposal no parking spaces will be permanently removed and fewer parking spaces will be restricted during peak hours.

Benefits

Benefits of the project include:

  • Improved safety turning right from Edinburgh Road into Eastern Valley Road northbound
  • Improved pedestrian safety for people crossing Eastern Valley Way on the north side of the intersection
  • Reduced number of parking spaces restricted during peak hours
  • No parking spaces removed.

Decision

After listening to the community, Transport for NSW has decided to proceed with the project with a number of changes to the scope. Under the revised scope the right turn lane currently on Edinburgh Road will be used for a dedicated right turn traffic light phase and the left lane will be used for through and left turn movements.

We have also reduced the number of parking spaces required to be removed from the previous proposal of six permanently and 26 restricted during peak periods. There will now only be 11 parking spaced restricted during the weekday morning peak time and 15 parking spaces during the weekday afternoon peak. No parking spaces will be permanently removed.

Community consultation

We received 87 written responses from businesses, residents and other stakeholders, verbal feedback from speaking with 10 businesses and 22 residents along Edinburgh Road and two petitions.

The key matters raised included safety at the intersection of Edinburgh Road and Eastern Valley Way; whether the proposal would affect the 'village' amenity of Castlecrag; the effect of parking changes near businesses and removal of parking near residents.
