Background

The Australian Government is funding the Local Roads Package to support some western Sydney councils with road improvement projects. Eligible councils are Liverpool, Camden, Wollondilly, Campbelltown, Penrith, Fairfield and Blacktown. This Package is part of the Western Sydney Infrastructure Plan, which will deliver $1 billion in road infrastructure improvements over the next 10 years.

The NSW Government is managing the Package and working with councils to identify opportunities and deliver the projects on local, regional and state roads. In 2014–15, the Australian Government committed $200 million over ten years with each project expected to be worth between $5 million and $10 million. Projects must focus on improving road safety and efficiency and providing better connections to the broader road network.

The first funding round opened in July 2014 with $34.7 million distributed between Fairfield, Penrith, Camden and Campbelltown councils. At the end of Round 1, four projects were delivered, costing $29.4 million including scoping work in anticipation of Round 2.

The second funding round was announced in January 2016 with proposals from Fairfield, Penrith, Camden, Campbelltown and Blacktown councils. The initial funding allocation of $62 million was increased to $74.1M during the course of project delivery. Four construction projects are completed and five projects are progressing to completion. This round also included scoping work in anticipation of Round 3, all of which has been completed.

The third round of funding was approved in October 2019 to councils from Penrith, Camden, Campbelltown, Blacktown, Liverpool and Wollondilly, with an allocation of $48 million.

What happens next?

We expect the remaining five projects from Round 2 to be completed early in 2021.

Councils with funding from Round 3 will start preliminary work on their approved projects in 2020 and progress to construction during 2021.

Round 3 projects

Caddens Road upgrade

Penrith City Council was granted $12.5 million to upgrade Caddens Road between Heaton Avenue and Gipps Street, Claremont Meadows to a two-lane road (one lane in each direction).

Coreen Avenue widening scoping

Penrith City Council was granted $805,022 to carry out traffic, safety and scoping studies to identify road improvements along Coreen Avenue between The Northern Road and Mulgoa Road.

Jamison Road intersection upgrades scoping

Penrith City Council was granted $601,807 to undertake a corridor study along a section of Jamison Road and develop a design for two intersection upgrades.

Luxford Road and Hythe Street Intersection upgrade

Blacktown City Council was granted $2.45 million to realign Hythe Street on the approach to Luxford Road and install new traffic lights at the Luxford Road and Hythe Street intersection.

Remembrance Driveway upgrade scoping

Camden Council was granted $650,000 to undertake design development at two key intersections on Remembrance Driveway.

Porrende Street upgrade

Camden Council was granted $3.3 million to upgrade the roundabout at the Porrende Street and Narellan Sports Hub intersection.

Governor Macquarie Dr and Hume Hwy Intersection upgrade

Liverpool City Council was granted $8.3 million to upgrade the intersection of Governor Macquarie Drive/Todman Road and Hume Highway, Warwick Farm.

Governor Macquarie Drive upgrade

Liverpool City Council was granted $1.4 million to upgrade Governor Macquarie Drive between Newbridge Road and Alfred Road, Chipping Norton from two lanes to four lanes (two in each direction). Work also includes increasing the right turn bay on Governor Macquarie Drive into Newbridge Road.

Heathcote Road and Bardia Parade Intersection upgrade

Liverpool City Council was granted $2.2 million to upgrade the Heathcote Road and Bardia Parade intersection with the construction of a left turn slip lane from Bardia Parade into Heathcote Road and provision of additional signalised pedestrian crossing across the Heathcote Road western approach.

Silverdale Road Safety Improvements

Wollondilly Council was granted $6.9 million to improve key sections on Silverdale Road.

Silverdale Road upgrade scoping

Wollondilly Council was granted $1.2 million to carry out safety and scoping studies to identify road improvements along Silverdale Road between Marsh Road and Mulgoa Road.

Raby Road Intersections upgrade

Campbelltown City Council was granted $7.5 million to upgrade the intersections of Raby Road and Eagle Vale Drive, and Raby Road and Spitfire Drive, Eschol Park with new traffic lights and additional slip lanes and turning bays.

Round 2 projects

Badgally Road upgrade

Campbelltown City Council has been granted $5.8 million to widen Badgally Road from Eagle Vale Drive to North Steyne Road from two lanes to four lanes (two lanes in each direction). Construction is well underway and completion of the project is expected in late 2020.

Smithfield Road upgrade

Fairfield City Council was granted $16.4 million to upgrade Smithfield Road to a continuous 2-lane 2-way road. The project includes a number of intersection upgrades and realignment of Richards Road at Smithfield Road.

Erskine Park Road and Peppertree Drive Intersection upgrade

Penrith City Council was originally granted $11.3 million, and then increased to $17.2 million, to upgrade the existing intersection at Erskine Park Road and Peppertree Drive to a seagull intersection. The upgrade will significantly improve road safety and traffic efficiency.

Erskine Park Road and Bennett Road upgrade

Penrith City Council was granted $7.5 million to upgrade the intersection at Bennett Road and Erskine Park Road and install traffic lights.

Erskine Park Road and Coonawarra Drive Intersection upgrade

Penrith City Council was originally granted $6.9, and then increased to $7.4 million to upgrade the intersection at Coonawarra Drive and Erskine Park Road to a seagull intersection.

The Northern Road Intersections upgrade

Penrith City Council was granted $6.7 million to upgrade intersections on The Northern Road at the Great Western Highway, Derby Street and Bringelly Road/Caddens Road. The intersections forms a part of the A9 corridor connecting Windsor to Campbelltown via Penrith. The upgrade of intersection will significantly improve road safety and traffic efficiency.

Erskine Park Road and Explorers Way Intersection upgrade

Penrith City Council was granted $3.4 million to upgrade the intersection at Explorers Way and Erskine Park Road and install traffic lights.

Camden Valley Way/Argyle St – Macarthur Road Intersection

Camden Council was granted $4.3 million to realign Macarthur Road on the approach to Camden Valley Way and install new traffic lights at the Camden Valley Way and Macarthur Road intersection.

Camden Valley Way/Argyle St - Graham Hill Rd and Richardson

Camden Council was granted $4.01 million to upgrade the intersection to include right turn bays on Camden Valley Way into Grahams Hill Road. The project also includes traffic light adjustments and a new shared path on the southern side of Camden Valley Way.

Raby Road from Eschol Park Drive to Stranraer Drive scoping

Campbelltown City Council was granted $655,000 to carry out traffic, safety and scoping studies to identify issues and options to upgrade Raby Road from Eschol Park Drive to Stranraer Drive. The project will also include the environmental assessment and community consultation for the proposed upgrade.

Bungarribee Road and Flushcombe Road signalisation scoping

Blacktown City Council was granted $526,000 to do option testing and complete preliminary investigations for safety and efficiency improvement at this intersection.

Porrende Street upgrade scoping

Camden Council was granted $120,000 to carry out options testing and complete a concept design for Porrende Street between The Northern Road intersection and Grahams Hill Road.

Round 1 projects

Cumberland Highway Intersection upgrades

Fairfield City Council was granted $5.8 million over two years to upgrade the Cumberland Highway intersections at Hamilton Road, St Johns Road and John Street. The project includes road widening, increasing the capacity of turning bays, adjustments and re-phasing of traffic lights and utility services work.

Wetherill Street upgrade

Fairfield City Council was granted $8.2 million over two years to upgrade Wetherill Street, Wetherill Park between Polding Street and Victoria Street.

Eagle Vale Drive upgrade

Campbelltown City Council was granted $17.5 million over two years to upgrade Eagle Vale Drive, between Badgally Road, Blairmount and Raby Road, Eagle Vale.

The Northern Road and Erskine Park Road Study

Penrith City Council was granted $1.1 million to carry out a traffic, safety and scoping study to identify issues and options to upgrade The Northern Road, Orchard Hills/South Penrith and Erskine Park Road, Erskine Park. This project is now complete and has resulted in Penrith Council being succesful in obtaining Round 2 funding for construction.

Argyle Street / Camden Valley Way Corridor upgrade Stage 1

Camden Council was granted $1.9 million over two years to construct new traffic lights at the intersection of Argyle Street and Oxley Street, Camden and to replace a marked pedestrian crossing with pedestrian activated traffic lights on Argyle Street west of Hill Street, Camden.

Argyle St/Camden Valley Way Corridor upgrade - Stage 2

Camden Council was granted $150,000 for a study to identify future road improvements along Camden Valley Way between the Camden Town Centre and The Northern Road. This project is now complete and has resulted in Camden Council being successful in obtaining Round 2 funding for the upgrade of Grahams Hill Road and Camden Valley Way.

Argyle St/Camden Valley Way Corridor upgrade - Macarthur Rd

Camden Council was granted $50,000 to do option testing and complete a detailed design for the safety and efficiency improvement at this intersection. This project is now complete and has resulted in Camden Council being successful in obtaining Round 2 funding for construction.
