Transport for NSW is proposing to upgrade the intersection of Pennant Hills Road and Carlingford Road, Carlingford to ease congestion, improve travel times and safety for all road users.

Nov 2022 - Community consultation report

Transport for NSW invited community feedback on proposed intersection improvements on Pennant Hills Road and Carlingford Road, Carlingford between Tuesday 17 May and Sunday 12 June 2022.

During the consultation period, Transport for NSW received 108 responses from community members including feedback from City of Parramatta Council. Transport for NSW has now summarised all feedback and responses in a close of consultation report (PDF, 7.3Mb) which is available for the community to view or download.

Of the 108 submissions, 33 responses were supportive or partially supportive of the proposal, nine responses were against the proposal and 66 did not state a preference, instead focusing their submission on particular areas of concern or interest.

Key matters raised included:

  • support for various aspects of proposed intersection improvements on Pennant Hills Road and Carlingford Road, Carlingford
  • requests to increase the project scope to include improvements at the intersections of Pennant Hills Road and Post Office Street, and Pennant Hills Road and Moseley Street, Carlingford to relieve congestion and improve safety issues on local streets leading into Pennant Hills Road
  • requests to change the proposed configuration of lanes on Carlingford Road westbound to provide two left turn and two right turn lanes
  • requests to retain the existing left turn bay from Carlingford Road eastbound into Rembrandt Street
  • requests for further information on various aspects of the proposed intersection improvements on Pennant Hills Road and Carlingford Road, Carlingford.

Transport for NSW would like to thank the community for providing feedback and for their interest on the proposed intersection upgrades.

After considering all responses from the Have Your Say community consultation, along with the proposal's safety aims and design requirements, Transport for NSW has decided to proceed with the proposal to concept and detailed design.

During the concept design phase, Transport for NSW will investigate possible changes to the proposed configuration of lanes on Carlingford Road westbound to introduce two dedicated left turn and two dedicated right turn lanes. We will also investigate the option to preserve the existing left turn bay from Carlingford Road eastbound to Rembrandt Street northbound.

The community will be updated on the outcomes of these decisions as soon as they are known.

Transport for NSW will continue to communicate with the community and stakeholders as the proposal progresses.

Background

The Pennant Hills Road and Carlingford Road intersection currently experiences heavy congestion during the AM and PM weekday peak periods.

Transport for NSW proposes to improve traffic flow and safety at this intersection by widening sections of Pennant Hills Road and Carlingford Road to provide additional turning lanes at the intersection.

  • improved traffic flow and performance at the intersection
  • improved travel time savings for all road users, particularly during AM and PM peaks
  • improved road safety.

Key features

Key features of the proposed intersection upgrade include:

  • provision of an additional westbound right turn lane from Carlingford Road onto Pennant Hills Road northbound
  • provision of a new left turn slip lane from Rembrandt Street onto Carlingford Road
  • conversion of the existing northbound bus lane on Pennant Hills Road to a general traffic left turn lane onto Moseley Street
  • removal of the left slip lane replacing the existing left turn slip lane on the southbound approach along Pennant Hills Road with a dedicated left turn bay.
  • road widening on the northern side of Carlingford Road to provide an additional right turn lane westbound on Carlingford Road
  • road widening on the western side of Pennant Hills Road to provide three dedicated right lanes from Carlingford Road
  • conversion of the existing left turn lane onto Rembrandt Street, to a left and through lane
  • extension of the left turn only lane from Carlingford Road onto Pennant Hills Road southbound by 100 metres
  • adjustment of existing bus shelters on Pennant Hills Road and Carlingford Road to suit new kerb alignment
  • adjustment of utilities, street lighting, drainage, signage and road marking and footpaths.

Next steps

The Project is currently in concept design and will then progress to detailed design.

Transport for NSW will continue to keep the community updated as the proposal progresses and as soon as further decisions are made.

Community Information Session

An online community information session was held on Tuesday 7 June at 4.00pm. The community and stakeholders were invited to listen to a project briefing session and participate in a question and answer session with the project management team.
