Project overview

The Spoil Management Project involves the construction and operation of a facility at Chullora and Port Kembla that will be used to transfer spoil (excavated material) between Sydney and the Illawarra by freight train.

Key benefits

  • Reduce the number of kilometres travelled by heavy vehicles which will improve congestion on NSW roads, increase road safety and reduce greenhouse gas emissions
  • Improve customer journeys on metropolitan and regional roads including Mount Ousley Road and the M1 Princes Motorway
  • Provide socio-economic benefits including jobs and potential growth for businesses
  • Set a framework for future projects to use rail freight in spoil management planning.

Planning update

A Review of Environmental Factors (REF) was placed on public display and community feedback invited from 14 to 28 August 2017. 

Transport for NSW would like to thank the community for their feedback, which has been considered as part of the planning approval process. Planning approval for the project has now been determined and feedback received has been responded to in a Determination Report.

Next steps

Timing of construction and operation is not confirmed and can only start once all approvals have been finalised. 

Before projects can transfer spoil, plans that assess how the site will be managed including construction works, safety, traffic, noise and dust will be prepared before final approvals are granted.
