Transitional Assistance Payment Phase 2 (TAP-P2) Scheme

Scheme overview

Up to a total of $98 million in transitional assistance was made available for eligible taxi licence holders, under the Transitional Assistance Payments (TAP) Scheme.  This Scheme was part of the broader $250 million industry adjustment assistance package for the taxi and hire vehicle industries.

More than $92 million in transitional assistance payments has already been made to the holders of more than 4,000 taxi licences.

The Minister has approved the remaining funds from transitional assistance to be used for a second round of payments under a Transitional Assistance Payment Phase 2 (TAP-P2) Scheme.

This will enable payments to be made to certain eligible taxi licence holders who did not receive a transitional assistance payment but who the Panel considers should be considered for an equivalent payment, as well as eligible taxi training schools  that provided training courses to the taxi industry.

Who is eligible to make an application for the Transitional Assistance Payment Phase 2 (TAP-P2) Scheme?

The following groups will be considered for a payment of transitional assistance funds under the TAP-P2 scheme:

  • Eligible persons who did not receive a transitional assistance payment and who can establish to the satisfaction of Transport for NSW they have held an eligible ordinary taxi licence continuously during the period immediately before 1 July 2015 up to 13 January 2017.
  • Eligible persons who did receive a transitional assistance payment for one eligible ordinary taxi licence but were entitled to make an application for a second eligible ordinary taxi licence, and who can establish to the satisfaction of Transport for NSW they have held the additional eligible taxi licence continuously during the period immediately before 1 July 2015 up to 13 January 2017.
  • Persons who were the beneficiary of an eligible ordinary taxi licence under a will or probate or were granted ownership of an eligible ordinary taxi licence as a result of a property settlement in the period 1 July 2015 to 13 January 2017 and they continued to hold the licence up to 13 January 2017.

Payments will only be made to those eligible ordinary taxi licences for which a transitional assistance payment has not already been made.

Taxi training schools or former taxi training schools are also entitled to make an application under the TAP-P2 scheme.

How to make an application for the Transitional Assistance Payment Phase 2 (TAP-P2) Scheme

TAP-P2 is closed. 78 applications, covering 87 eligible licences, were approved for payment, totaling $1.74 million.

How much will my TAP-P2 payment be?

The amount payable to eligible ordinary taxi licence holders will be equivalent to that paid under the initial round of TAP - $20,000 per eligible ordinary taxi licence, up to a maximum of $40,000 for two eligible ordinary taxi licences.

Residual funds from the initial TAP scheme will be used for the second round of transitional assistance payments to eligible taxi licence holders.

Taxi training schools

An eligible person for the purpose of making an application as a taxi training school is a person who:

  • owned a registered training organisation (as defined in the National Vocational Education and Training Regulator Act 2011); and immediately before 18 December 2015, carried on the business of providing training courses approved by Transport for NSW to taxi drivers and/or taxi operators; and
  • can demonstrate that they have been detrimentally affected by the changes made to the regulation of the taxi industry or ceased to carry on the business as a result of the changes by the Passenger Transport Amendment (Taxis and Hire Cars) Regulation 2015.

Taxi training schools must make an application on the approved application form.

The application must include all required information. All documents and evidence provided with your application must be verified according to the guidelines published on the Transport for NSW website.

Applications that are submitted late, incomplete or include information and evidence that is not correctly certified may not be considered for a transitional assistance payment.

A person must ensure that they provide accurate information in their application. If a person provides false or deliberately misleading information in their application they may be determined to be ineligible to receive a transitional assistance payment and they may be subject to prosecution by Transport for NSW. Information provided in applications may be subject to auditing.

The amount of transitional assistance funds payable to taxi training schools will be determined by Transport for NSW in line with guidelines issued by the Panel. It is not intended to be a payment of compensation, or to reimburse forgone revenue.

Panel Certification Guidelines

All supporting documents need to be certified as a true copy of the original either by an Australian Legal Practitioner (Solicitor or Barrister) or a Justice of the Peace (must show registration number).

Proof of Identity (POI) Requirements – Individual and Corporation

Please check the application form carefully to see if you need to provide proof of identity (POI) with your application. Refer to the Proof of Identity Fact Sheet  for a list of documents that may be used as identification.

Note: Applicants who received a Transitional Assistance Payment (TAP) and/or Additional Assistance Hire Vehicles Payment (AAHVP) for an eligible taxi or hire car licence provided POI and/or ASIC documents with their application. If your personal and/or company details have not changed since your TAP or AAHVP application, you will not be required to submit POI/ASIC documents with this application.

Transport for NSW may contact you with a request for the following information:

  • Certified copies of Proof of Identity documentation adding up to 100 points for all relevant applicants. (See the Proof of Identity Fact Sheet  for further information.)
    • 1 Primary Document (70 points)
    • 1 Secondary Document (40 points)
    • Certified copy of licence document(s) (if available)

Ancillary documentation if applicable:

  • Certified copies of any other relevant documentation
  • Certified copy of Power of Attorney/Enduring Power of Attorney
  • Certified copy of Death Certificate
  • Certified copy of Will
  • Certified copy of Probate issued by Supreme Court of NSW (if applicable)

A corporation application must include:

  • Evidence that that corporation is a legal entity (if applicable). See the Proof of Identity Fact Sheet  for further information.
  • Certified copy of licence document(s) (if available).
  • 100 points of proof of identity documents for the nominated director/company secretary, including one primary document. The name/names identified on the proof of identity documents for each individual MUST be exactly the same.
  • Evidence that you are an office holder of the corporation by providing a printed extract from the Australian Securities and Investments Commission (ASIC) website at www.asic.gov.au.

It is essential that:

  1. The name recorded on each document must be exactly the same. Variations of a name and/or names will not be accepted (for example, Joe instead of Joseph, Nick instead of Nicholas, Betty instead of Elizabeth, James instead of Dimitri).
  2. Birth dates recorded on documents must be exactly the same.
  3. You provide evidence that you have the authority to make an application on behalf of the licence holder or deceased estate (if applicable).

If you are known by a name which differs from that shown on your Primary Document and this name is identified on your Secondary Document, you may need to provide a Change of Name Certificate.

Applications for Change of Name Certificates can be made through NSW Births, Deaths and Marriages.

The process of applying for a Change of Name Certificate can take up to one month or more. It is suggested that if you require a Change of Name Certificate, you should apply for this document at your earliest convenience so that your application can be verified and processed quickly.

Making an application on behalf of another applicant

If you are applying on behalf of another applicant, please provide certified evidence that you have the authority to do so. This may include a certified copy of a Power of Attorney, an Enduring Power of Attorney, or a letter of authority.

If you are applying on behalf of a deceased estate, please provide the following certified documents:

  1. Death Certificate
  2. Will of the deceased
  3. Probate Certificate issued by the Supreme Court of NSW

Each page of all required documents submitted must be certified by an Australian Legal Practitioner (Barrister or Solicitor) or a Justice of the Peace (must show registration number).
