Temporary traffic management templates, checklists, and other example documents

Checklists, templates, and other example documents are provided below to assist Transport for NSW (Transport), project teams, delivery partners (contractors), and their subcontractors with the development of their own documents for planning and implementing best practice temporary traffic management (TTM).

These documents may be modified to meet organisational, work practice or project specific requirements but must still comply with the current version of the Traffic control at work sites (TCAWS) Technical Manual.

The checklists, templates, and the other example documents are provided below in two broad categories:

  • Planning TTM
  • Implementing TTM

Where several example documents are provided, the most appropriate checklist or template can be selected based on the scale, complexity, and duration of the TTM.

Planning temporary traffic management

TTM is one of the highest risk activities on a road work site. To ensure health and safety requirements are met and the safety of people at our work sites and road users travelling through them, there must be thorough planning so that a high standard of TTM is provided.

Traffic management strategy (TMS)

A traffic management strategy (TMS) is a strategic planning document prepared during the project development phase that collects relevant data, considers the higher level TTM risks, identifies options for managing the traffic and provides a recommended option.

Traffic management plan (TMP)

A traffic management plan (TMP) details the work to be undertaken, identifies the associated risks and accepted control measures to eliminated or reduce those risks. A TMP includes several supporting documents including, but not limited to, the risk assessment, traffic guidance scheme (TGS) and vehicle movement plan (VMP).

A vehicle movement plan (VMP) is a plan that details how the works-related traffic (including visitors and plant) will safely enter, move around, and leave a work site.

Implementing temporary traffic management

Verifying, inspecting, and auditing TTM are critical risk control measures to ensure that work sites are operating safely. 

The format and frequency of these assurance activities must be considered and identified during the planning phase and documented in the TMP. They will vary depending on the size, complexity, and duration of the TTM.

Temporary traffic management (TTM) Implementer checklists

The following checklists are for TTM implementers or those directly responsible for temporary traffic management.

They or similar checklists should be used to confirm that the TMP (including the traffic guidance scheme (TGS) and other parts of the TMP) has been implemented correctly, is operating as intended and achieving the required outcomes.

They may be used as a guide for verification, inspection, and auditing of TTM, but they should be modified where appropriate to meet the needs of the work site.

Site supervisor (client) checklist

The following checklist is for client site supervisors (i.e. Transport for NSW (TfNSW) or delivery partner project managers, work supervisors & other supervisor roles) who have work health & safety responsibilities as the client representative to oversee the TTM work being carried out.

The checklist provides a guide for their surveillance (assurance) of the temporary traffic management being delivered by a TTM contractor, councils as a contractor under the RMCC or directly by TfNSW staff.

The checklist and TfNSW surveillance process does not replace or alter the TCAWS Manual requirements for the TTM implementer  to carry out their own inspections.
