August 2025 – Start of work

Transport for NSW will begin work in Bulli town centre to help ease congestion and create more reliable journeys through Bulli.

Work will start on Monday 18 August for six weeks, weather permitting.

February 2025 – Next steps for town centre improvements

We will progress with work on Bulli town centre improvements from mid-2025.

Feedback received during the recent Bulli bypass community consultation included strong support for the improvements, including extending the clearways along the Princes Highway.

Further traffic modelling was recently carried and has confirmed the need for the extended clearway hours to reduce queuing impacts associated with the introduction of the right turn green arrow at Park Road.

With further modelling now complete and the Review of Environmental Factors currently being finalised, work is expected to start by mid-2025.

November 2023 – Work to progress on Bulli town centre improvements

The Bulli community and visitors to the area will soon experience safer journeys through the town centre with safety improvements that reflect community feedback.

We have heard the community’s concerns about the extension to clearways on the Princes Highway and will put these changes on hold while we progress the remaining safety improvements.

Work on the town centre improvements to benefit residents and visitors in and around the Bulli town centre will start next year. Transport will monitor the improvements to determine if the clearways need to be extended long term.

December 2022 – Bulli traffic improvements

We are continuing to plan for traffic improvements in Bulli. Improvements will be implemented based on feedback from community consultation in June and July 2021.

Additional parking spaces

The improved parking layout on Park Road, Railway Street and Station Street will provide additional spaces for residents and visitors. Changes include: 

  • removing on-street parking on the southern side of Park Road between Princes Highway and Railway Street
  • installing 90-degree parking bays on the eastern side of Railway Street and removing on-street parking on the western side
  • increasing parking spaces in Bulli Station carpark and allowing for two-way access
  • reinstating accessible parking in the station carpark
  • relocating taxi bays to the corner of Station Street and Railway Street
  • installing parallel parking bays on the northern side of Station Street.

Improving walking and cycling facilities

Improvements to walking and cycling facilities will make it easier and safer to move around the Bulli township by:

  • installing two new raised pedestrian crossings on Railway Street and Park Road
  • installing a new shared pathway on Railway Street.

Improving traffic flow and easing congestion

We will improve traffic flow and ease congestion in the town centre by:

  • implementing a dedicated right turn arrow at Park Road traffic lights
  • adjusting access to Station Street to make it left-in and left-out only
  • extending clearway hours in the morning and afternoon.

Placemaking treatments to enhance the town centre

Placemaking focuses on transforming public spaces to strengthen the connections between people and places. Placemaking improvements include:

  • introducing a 30 km/h speed zone limit to support a pedestrian-friendly and more accessible space on Park Road, Station, Railway and Bank streets and Veigals Lane
  • upgrading street lighting along Railway Street and the Bulli Station carpark
  • tree planting near the entrance to Bulli Station.

Why are these changes needed?
The Princes Highway at Bulli provides a key travel route between Wollongong, its northern suburbs and Sydney for a wide range of road users, including commuters, tourists, cyclists, residents and bus services. The town centre at Bulli is experiencing increased road traffic and demand for access to the town centre. These proposed changes would improve journey times for all road users, and make it easier and safer to move around Bulli.

Should these improvements be done after the Bulli bypass? 
The Bulli bypass is in the planning stage and will take several years to reach completion of this stage. 

There is strong community support for the Bulli town centre improvements. The improvements have been developed in response to community feedback received in 2021, which highlighted the need for more efficient and reliable journeys to and through Bulli. 

The improvements will provide the community with immediate positive transport and placemaking outcomes. It is Transport’s recommendation that improvements be delivered according to the proposed schedule.

Will the improvements be done all at once or in stages?
The schedule of work will be delivered in stages to help reduce any impacts to transport users and residents. We will keep the community informed with project updates during the work.

Will there be changes to traffic conditions during the work?
Temporary traffic changes during work hours will include a reduced speed limit and lane closures. The community will be notified in advance of these temporary impacts.

What improvements will be made for cyclists and pedestrians?
Improving pedestrian and cyclist facilities is just one of the placemaking outcomes that will be achieved in delivering the Bulli town centre improvements. 

This will be achieved by constructing a new shared path along Railway Street to connect the train station to the shops. Transport has worked closely with Wollongong City Council to develop options to support walking and cycling in the area.

How do the improvements benefit local business?​​​​ 
The Bulli town centre improvements aim to make journeys through the town safer and more reliable for pedestrians, cyclists and other road users.  
 
The reconfiguration of street space and consolidation of parking around Bulli Station will promote a park and walk culture for surrounding local businesses. This includes businesses located on the Princes Highway. 

The project also improves access to public transport including Bulli Station and local bus services. 

Where can I park to access businesses on the highway?
There will be additional spaces delivered as part of the improvements by increasing capacity to existing public carparks and improving the parking layout on Park Road, Railway Street and Station Street.

What are the benefits of introducing the 30 km/h speed limit? 

The introduction of a 30 km/h speed zone in the town centre east of the Princes Highway will make Bulli a safer and more appealing place to visit, stay and shop.  

The reduced speed limit is one of the traffic calming measures we are putting in place to promote a shared street environment between pedestrians, cyclists and vehicles. 

Research tells us that a pedestrian hit by a car going 30 km/h has a 90 per cent chance of survival compared to 10 per cent at 50 km/h. 

Why are the clearways being extended? 
We heard some of the community’s concerns about the extension of clearways on the Princes Highway and put these changes on hold to investigate further.

What will the new clearway hours be?
The new clearway hours will be Monday to Friday from 6.30am to 9.30am and 3pm to 6pm in both directions and Saturday southbound only from 11am to 1pm.

The existing clearway hours are southbound 6.30am to 9.30am, and northbound 3pm to 6pm, Monday to Friday.

Community consultation

2021 Community consultation

Transport for NSW developed options in response to community feedback in 2019 to improve traffic efficiency and reliability of the Princes Highway at Bulli and Lawrence Hargrave Drive at Thirroul.  

In June and July 2021, we asked for feedback on the proposed options. A large amount of feedback was received during the eight weeks of public consultation. We received 821 submissions on the Bulli proposal and 903 submissions on the Thirroul proposals. 

We engaged an external consultant, as an independent third party, to review and analyse the submissions and prepare reports. The Feedback Summary Report  (PDF, 1.95 MB)for Bulli is now available. 

We thank everyone who took the time to provide feedback about their experiences travelling in and around Bulli town centre. The feedback provided will help us consider how best to proceed.

2019 Community consultation 

In October 2019, we engaged with stakeholders, road users and the community to gain an understanding of peoples’ experiences living and travelling in and around Bulli and Thirroul town centres, their concerns about the existing road corridor and ideas about future transport needs. 

The investigation aimed to identify constraints and issues including on-street parking, traffic queuing and delays in peak periods. The investigation and feedback from the community will help Transport identify options to reduce travel times, improve road safety and maintain the look and feel of both town centres. 

We had a strong response, receiving a total of 2,539 comments on the interactive map, made by 735 community members, and 50 email responses. Following analysis, 3627 individual issues were identified across all the feedback received.
