The NSW Government is dedicated to providing people of all ages and abilities with easy access to attractive, safe, and well-connected options for walking, cycling, and micromobility.

Around 3.5 million residents live in regional and outer metropolitan NSW – approximately 40 percent of the state’s total population - and is expected to increase by nearly 500,000 people over the next 30 years.

There is a growing need to improve active transport outcomes across regional NSW to support our growing communities and ensure our customers have a range of transport options wherever they live.

Cycling can improve access to local services, and schools, as well as serve as a great form of exercise and recreation, often allowing us to engage with local areas of natural beauty while supporting environmental outcomes. Cycling presents a substantial opportunity to promote and improve how we engage with our communities.

The Regional and Outer Metropolitan Cycling and Micromobility Plan 2025-2035 (the ‘Plan’) will support the delivery of targets and actions set out in the NSW Government’s Active Transport Strategy

It presents opportunities to improve cycling and micromobility within regional and outer metropolitan NSW. The initiatives in the Plan also support current and future bike riders through access to safe, convenient, and connected cycleways and supporting behavioural programs.

Encouraging more people to ride in regional and outer metropolitan NSW

Almost half of all trips to work in regional and outer metropolitan NSW are under 10km and could be cycled. However less than 1 per cent of journeys to work are on a bicycle or micromobility device.

There is a significant opportunity to encourage bike riding as part of people’s everyday journeys in communities across regional and outer metropolitan NSW by developing safe, connected, and convenient cycleway networks, improving micro-mobility access, and increasing the awareness of the health and wellbeing benefits of active travel.

Bike riding can contribute to great places and healthier lifestyles, reduce pollution, and provide economic benefits to communities and local businesses alike.

The Plan’s vision and objectives

Our vision is for people of all ages and abilities in regional and outer metropolitan NSW to have access to attractive, safe and connected cycling and micromobility journey options.

We will achieve this through delivering on the plan’s six objectives:

  1. Cycling is safe and comfortable for people of all ages and abilities.
  2. People choose cycling and micromobility because convenient and connected journey options are available.
  3. Cycling and micromobility tourism opportunities support local economies.
  4. Cycling and micromobility is fully integrated with public transport facilities and services.
  5. Behaviour change programs which increase cycling and micromobility journeys are supported through partnerships.
  6. Transport and key partners share information to improve cycling and micromobility journeys.
