NSW guide to traffic and transport management for special events

The NSW guide to traffic and transport management for special events (PDF, 3.19 MB) has been compiled by Transport for NSW (TfNSW), the NSW Police Force, Local Government and the Transport Management Centre, to outline statutory requirements and best practice recommendations.

  • Processes relating to special events.
  • Transport management plans.

NSW guidelines for bicycle road races

TfNSW, the NSW Police Force and Cycling NSW has compiled the guidelines to outline the process for obtaining approval to conduct bicycle racing on roads and highways in NSW (PDF, 1.69 MB). This explains the minimum requirements for conducting a bicycle race.

Included in the guidelines are:

  • Safety requirements.
  • Traffic control plans and signage.
  • Traffic controllers and required training.
  • Race planning.
  • Traffic management requirements.

These guidelines do not address non-competitive bicycle rides. The arrangements for these are covered in the NSW Guide to Traffic and Transport Management for Special Events (PDF, 3.19 MB).

NSW guidelines for neighbourhood activity – Road event permits

The Neighbourhood Activity Guidelines (PDF, 489.52 KB) have been compiled by Transport for NSW for roads authorities (including local councils) explaining the minimum requirements for approving road access permits and temporary road closures for neighbourhood activities.

Included in the guidelines:

  • definition of ‘neighbourhood activity’
  • practice and procedure
  • minimum requirements for a neighbourhood activity road event permit.

Roads authorities should monitor any processes developed for assessing neighbourhood activity event permits and should provide Transport for NSW and the NSW Police Force with an annual update through the Local Traffic Committee to identify any issues for discussion.

Local councils will need to review their existing policies and processes to align with the new Neighbourhood Activity Guidelines.
