Permission to lodge a development application

How to obtain permission to lodge

In the same way that permission from the landowner is required to lodge a development application on land, permission is also required for development applications on waterways under the ownership of Transport for NSW (TfNSW).

In order to obtain 'permission to lodge' from TfNSW you must make a formal application.

That includes paying the necessary fee:

Permission to Lodge (PTL) type

Fee amount

  • PTL for Development Application (DA)
  • PTL for DA Modification (S4.55)
  • PTL for State Significant Development (SSD)
  • PTL for SSD Modification

$531

  • PTL for Complying Development Certificate (CDC)

$320

In granting permission to lodge, TfNSW is only exercising its role as a landowner and is simply agreeing to the lodgement of a development application to the local council or consent authority.

It is important to note that in granting permission to lodge, TfNSW is not exercising its role as a consent authority and is also not endorsing the proposal nor issuing development consent.

Prior to submitting your application, please refer to the PTL Fact Sheet and PTL Document Checklist published below.  If you have any further questions about obtaining permission to lodge, please forward your enquiry, including site address and contact details to TfNSW’s Development Approvals Officer via email: maritimeplanning@transport.nsw.gov.au
