The NSW Government is planning a future upgrade of The Horsley Drive between the M7 Motorway and Cowpasture Road, Horsley Park to a four lane divided road.

The initiative is part of broader efforts to support western Sydney’s transport needs and expected growth.

May 2025 – Priority upgrades and new staging

The Australian and NSW Governments have approved the delivery of The Horsley Drive Upgrade in stages. Stage 1, which will be delivered first, is a 600-metre section where The Horsley Drive intersects with the M7 Motorway and Wallgrove Road in Horsley Park.

Project information

Background

The Horsley Drive between the M7 Motorway and Cowpasture Road, Horsley Park is a key road connection into the Smithfield/Wetherill Park industrial area that provides a strategic freight link to and from the M7 Motorway.

The upgraded road would provide important east-west connections between the Western Sydney Employment Area, M7 Motorway and Wetherill Park/Smithfield industrial area.

The project would also deliver improved access to the Western Sydney Parklands and provide a separate off-road shared path for pedestrians and bikes.

In 2022, the project was determined after the passing of the Revocation Bill by the NSW Parliament. This would enable the project to acquire necessary land from the National Parks and Wildlife Services. 

In 2025, we announced that the Australian and NSW Governments approved delivering the project in stages after we investigated and identified priority upgrades that would return the highest benefits to the community. Stage 1 of the project is where The Horsley Drive intersects with the M7 Motorway and Wallgrove Road. Our investigations showed that Stage 1 would play a key role in improving traffic flow to reduce congestion and enhance motorist safety.

Features

  • A four-lane divided road between the M7 Motorway and Cowpasture Road with a wide central median to allow for six lanes in the future
  • An extra eastbound lane from west of Ferrers Road to Cowpasture Road
  • A pedestrian and cyclist shared path along The Horsley Drive, connecting to the Western Sydney Parklands cycleway
  • Upgrade of the Ferrers Road intersection and Cowpasture Road north intersection
  • Replace the roundabout at The Horsley Drive and Cowpasture Road with a traffic light intersection.

Next steps

Detailed design for Stage 1 is planned for completion by early 2026. Subject to approvals, the construction tender will be released mid-2026. It would take about two years to complete the upgrades once construction begins.
