Project overview

Transport for NSW is seeking your feedback on the Draft Place Management NSW Regulation 2022 (Draft Regulation 2022).

The Place Management NSW Regulation 2017 (2017 Regulation) will be repealed on 1 September 2022. Transport for NSW intends to replace it with the Draft Regulation 2022 (PDF, 313.03 KB)

The Draft Regulation is generally consistent with the 2017 Regulation. It regulates use of Place Management NSW-managed land, conduct in public areas (including the Rocks, Darling Harbour and Barangaroo) and other miscellaneous measures required for managing the land and assets for the safe enjoyment by the people of NSW.

It outlines penalty notice offences, allowing on-the-spot fines to be issued for some offences.

The Draft Regulation also proposes to:

  • Incorporate aspects of the Barangaroo Delivery Authority Regulation 2015 required for consistent management and administration of all Place Management NSW lands, e.g., provisions regarding harm to the natural and built environment, protection of animals, ensuring safe behaviour, and managing entry into the public domain for events.
  • Improve and simplify provisions in the 2017 Regulation for ease and consistency of administration and enforcement, e.g., consolidating parts of the 2017 Regulation to form a more coherent instrument.
  • Change some penalty units for offences to bring them into line with the Barangaroo Development Authority Regulation 2015 for consistency of application across all Place Management NSW lands.

Transport for NSW welcomes public feedback on the Draft Regulation 2022, once you have reviewed the Draft Regulation (PDF, 313.03 KB) and Regulatory Impact Statement (PDF, 348 KB).
