Regional Transport Resilience Fund
Kiacatoo Road (Lachlan Shire) during 2022 floods will become more resilient through funding of $827,783.
Funded by both the Australian and NSW governments, the RTRF will deliver infrastructure betterment by ensuring damaged roads and transport infrastructure are rebuilt stronger, better and more able to withstand future natural disasters.
The funding has been allocated to successful projects in the local government areas of Cabonne, Parkes, Forbes and Lachlan, which were badly impacted by the Australian Government Reference Number (AGRN) 1030 and AGRN 1034 severe flooding events in August and September 2022.
Program objective
The RTRF aims to deliver betterment works to infrastructure assets so they can withstand future natural disasters.
The RTRF will also:
- reduce future costs of asset repairs damaged by natural disasters
- improve safety during and after natural disasters
- improve asset utility and connectivity during and after natural disasters.
The RTRF forms part of the $100 million Central West Recovery and Resilience Package.
Program outcomes
Projects have been prioritised based on their ability to:
- strengthen the regional transport network’s capability to withstand natural disasters
- improve the reliability of the regional transport network for regional communities during and after disaster events
- enhance the adaptability of the regional transport network during and after disaster events
- improve the regional transport network’s ability to respond and recover when disasters occur
- improve community safety through enabling a safer regional transport network
- readiness and ability to deliver the nominated program.
Application process
Transport for NSW has been working with eligible councils since early 2024 to identify opportunities for betterment projects on eligible infrastructure assets and support councils to make their submissions.

Eligibility
RTRF funding is available under the jointly funded Disaster Recovery Funding Arrangements to:
- Cabonne Shire Council
- Forbes Shire Council
- Lachlan Shire Council
- Parkes Shire Council.
To meet the RTRF funding requirements, Councils were required to have an eligible IRW or EPAR on an Essential Public Asset directly damaged by AGRN 1030 and AGRN 1034 floods in August and September 2022 to bring it back to the asset’s pre-disaster function. This is often referred to as Category B works delivered under the Disaster Recovery Funding Arrangement.
Funding applicants
All physical works and expenditure must be completed within the allowable time limits for AGRN 1030/1034. Councils must commence construction within 12 months of the execution of the funding instrument.
Successful projects
Following the application period, an assessment panel consisting of subject matter experts from the NSW Reconstruction Authority and Transport for NSW reviewed each application against eligibility criteria and made recommendations to the Australian and NSW governments on projects eligible to receive funding.
On 20 November 2024, the Australian and NSW governments announced nine successful projects to be awarded funding under the RTRF.
