Transport for NSW is working to develop concept designs for the suite of intersection improvements along the Riverina Highway at Borella Road, from the intersection of Young and Guinea Street, west of the Hume Highway interchange through to East Street.

November 2025 – Planning is under way for strategic corridor upgrades

Transport for NSW is developing comprehensive intersection upgrade options along the Riverina Highway at Borella Road, working in partnership with Albury City Council to ensure a strategic approach to transport planning for East Albury. Community feedback is helping shape plans for future traffic improvements in the area.

Council's current community consultation on the East Albury Precinct Plan will provide valuable insights to inform concept designs for the corridor and help create an aligned vision for the area's transport network. 

Following this feedback and detailed traffic modelling analysis, Transport will present a preferred corridor option and Review of Environmental Factors (REF) to the community for further input.

Background

The Riverina Highway (Borella Road) is a key east-west corridor through East Albury. The Riverina Highway Albury Corridor Upgrade project covers from Young Street to the west of the Hume Highway interchange to East Street. The Hume Highway forms a major traffic route running through Albury, with most of the Albury main town centre located on its western side. The Riverina Highway therefore serves as a major commuter route connecting to the Hume and to Albury’s centre.

Transport for NSW is developing a comprehensive suite of intersection upgrade options along the Riverina Highway at Borella Road, working in partnership with Albury City Council to ensure a strategic approach to transport planning for East Albury.

Albury City Council’s community consultation on the East Albury Precinct Plan will provide valuable insights to inform Transport's concept designs for the corridor, creating alignment with council's local movement plan and vision for the area.

Following comprehensive community feedback from council’s East Albury Precinct Plan consultation and detailed traffic modelling analysis, Transport will present a preferred option to the community, accompanied by a Review of Environmental Factors (REF). The community will be invited to provide feedback on the designs during the REF process.

Why are upgrades needed for the Riverina Highway in Albury? 

Transport is planning for future transport demands across the state. This focus on the Riverina Highway in Albury reflects the area’s importance as a key transport link. 

We need to ensure we're not just meeting today's needs but planning thoughtfully for future growth while enhancing safety, efficiency and sustainability. 

Transport remains committed to working alongside the community, council and other key stakeholders to develop long-term, multi-modal solutions that will support the region's growth and enhance connectivity for years to come.

Why isn’t Transport consulting separately with the community on the corridor upgrades? 

Albury City Council's current community consultation on the East Albury Precinct Plan will provide valuable insights to inform our concept designs for the corridor and will help create an aligned vision for the area’s State, Regional and Local Road network. 

Transport is coordinating with council's consultation process to minimise consultation fatigue and avoid duplicating engagement efforts across multiple platforms. 

Following the feedback and detailed traffic modelling analysis, Transport will present a preferred corridor option and a Review of Environmental Factors (REF) to the community for further input.  

Is this project and Thurgoona Drive being considered together?

Development for the Albury Corridor Upgrade and Thurgoona Drive Upgrade is progressing in coordination. However, the Thurgoona Drive project planning is at a more advanced stage, with community feedback having been gathered in 2023 and the project currently in the concept design phase. 

Once concept designs for both projects are finalised, the community will be invited to provide further feedback to help inform the environmental assessment for both upgrades. This coordinated approach ensures both projects are considered holistically.

When will construction start?

A start of construction date is yet to be determined.

How much will it cost?

Funding for construction is yet to be confirmed.

Is the project fully funded?

The Albury Corridor Upgrade is currently funded for development only. Construction funding will be considered as part of future budget processes. 

Are you considering the intersections further east, including around the airport? 

The Albury Corridor Upgrade project focuses on strategic improvements along the corridor from the Hume Highway interchange through to Schubach Street and East Street. While intersections further east fall outside the current project scope, the planned improvements are designed to enhance traffic flow and connectivity, which may provide flow-on efficiency benefits to areas further east along the network.

Will planning include construction staging to ensure high profile areas are prioritised? 

Yes, investigations are examining staging options for project delivery. Construction staging will be informed by community feedback and detailed traffic modelling analysis to ensure the most effective sequencing of improvements. 

Community priorities flagged through consultation and modelling outputs will inform the staging approach to ensure the highest priority areas are accelerated, delivering tangible benefits to the community as efficiently as possible.
