Point to Point - About the reform process since 2015
With emerging technologies and changing customer expectations creating a number of challenges in the point to point transport space, the NSW Government has responded with demand-driven, outcome-focused reforms to the industry.
The first major reforms to the industry were put in place on 18 December 2015, culminating in a new regulatory framework for taxis, hire cars and rideshare that started on 1 November 2017.
The Point to Point Transport (Taxis and Hire Vehicles) Act 2016 was passed by the NSW Parliament on 22 June 2016. Transport for NSW then worked with industry to finalise the Point to Point Transport (Taxis and Hire Vehicles) Regulation 2017
About 215 submissions were made during the consultation process.

The new regulatory framework commenced at the same time as the powers of the new regulator for the industry, the Point to Point Transport Commissioner.
The NSW Passenger Service Levy, which will fund the NSW Government’s industry adjustment assistance package of up to $250 million, will commence on 1 February 2018.
The NSW Point to Point Transport Taskforce
On 1 July 2015 the Minister for Transport and Infrastructure announced the establishment of an independent Taskforce to examine the future sustainability of taxis, hire cars and other emerging point to point transport providers in NSW, including ridesharing services.
The Taskforce was headed by Professor Gary Sturgess AM, assisted by Dr Tom Parry AM.
During July and August 2015 the taskforce met with hundreds of stakeholders representing more than 140 organisations across NSW.
This informed a discussion paper (PDF, 2.49 MB) which was released in late August 2015.
More than 5,600 individuals, organisations and businesses had made submissions in relation to the discussion paper bu the time submissions closed on 25 September 2015. The feedback helped the Taskforce form its recommendations to the Minister for Transport and Infrastructure.

The publication of submissions was subject to the Taskforce’s submissions policy including an assessment of length, content, appropriateness or confidentiality.
