Road Safety Program 2023/24-2025/26
Project overview
The Road Safety Program 2023/24-2025/26 was launched in early 2024. $91.8 million of funding is available to councils across NSW.
The Program seeks to improve road safety by minimising the occurrence of severe injuries and fatalities, with a focus on vulnerable road users like pedestrians and cyclists. It targets both urban areas and rural high-speed roads, aiming to reduce off-road and head-on collisions.
Program objectives
The outcomes and objectives of the Program are to:
- Deliver lifesaving road safety treatments on remote, regional, and urban roads.
- Implement treatments that deliver improved Road Safety Outcomes linked to the National Road Safety Strategy 2021-30 and the National Road Safety Action Plan 2023-25, as well as the NSW Governments Road Safety Action Plan 2026. The goal of this program is to reduce fatal injuries by 50 per cent and serious injuries by 30 per cent on NSW roads by 2030.
- Improve risk ratings on roads to a minimum of ‘three-star’ rating on high-risk highways and arterial roads.
- Improved protection for vulnerable road users, particularly on urban footpaths, shared pathways, cycleways and road crossings.
This Program contains four sub-programs:
- School Zone Infrastructure Sub-Program
- Heavy Vehicle Rest Area Sub-Program – State roads only
- Walking and Cycling Infrastructure Sub-Program
- Pedestrian Protection Sub-Program.
Funding Applications for Road Safety Program 2023/24-2025/26
Applications opened on 4 March 2024 and close at midnight on 10 May 2024.
Submissions for the Road Safety Program 2023/24-2025/26 must be made through the Safer Roads Portal.
One application per project is needed to be considered for funding.

Federal Road Safety Program 2021-2024
The Federal Road Safety Program was announced in October 2020 as a multi-tranche road safety improvement program aiming to stimulate the economy and recovery during the Covid-19 pandemic. The Program was matched by state funding at a 50:50 rate for urban and 80:20 rate for regional projects. The program was extended due to multiple natural disasters and COVID-19 isolation requirements.
This Program delivered hundreds of road safety projects across NSW, to protect vulnerable road users, reduce road trauma and save lives.
Road treatments included shoulder sealing, the installation of rumble strips which support the safe return of vehicles from the shoulder into the travel lane; physical barriers to prevent run-off road crashes; and median treatments to prevent head-on vehicle collisions.
Vulnerable road users, like cyclists and pedestrians, in urban areas saw greater protections through road safety upgrades to include traffic calming devices and the installation of raised pedestrian crossings.
Safety around schools across NSW was improved through the installation of pedestrian facility upgrades both at schools and on routes to schools, including raised pedestrian crossings, pedestrian refuges, kerb expansions, and improved line marking.
