Road access
Restricted Access Vehicles (RAVs) can operate on the NSW road network through a Notice, scheme or a specific permit.
Under Heavy Vehicle National Law, Road Managers grant access to roads in NSW. The NSW Road Manager for:
- State Roads is Transport for NSW
- Local roads is the relevant Council
Notices
- Notices provide greater dimension/mass limits with additional conditions and route restrictions for RAVs.
- RAVs that exceed the dimensions for general access limits may be eligible to operate under a Notice applicable to that vehicle.
- The National Heavy Vehicle Regulator (NHVR) is responsible for maintaining and developing notices for heavy vehicles.
- Notices are listed on the NHVR website.
- The National Network Map outlines approved routes for specific Notices. Access the National Network Map.
Permits
- RAVs with dimensions or mass over the limits stated in the relevant Notice may be eligible to obtain access to specified NSW roads through a permit.
- NHVR manage the approval process for all permit applications for access in NSW. NHVR provide applications to road managers for their decision on access, on the roads they manage.
- Permit applications are considered on a case-by-case basis and fees apply.
- Your permit, if granted, will include conditions specific to the operation of your RAV, which may include route/time restrictions.

Schemes
Freight and access schemes in NSW operate under Notices or permits, they include:
- Grain Harvest Management Scheme (GHMS)
- Livestock Loading Scheme
- Farm Gate Access
- Sugar Cane Harvest Management Scheme
- Safety, Productivity, Environment Construction Transport Scheme (SPECTS)
- Heavy Vehicle Operator Safety Information Program (HVOSIP)
- Urban Access Concession (UAC)
- Urban Peak Hour Concession (UPC)

Accessing the Sydney CBD
Road Rule 300-3 restricts travel for vehicles exceeding 12.5 metres from operating within the Sydney CBD during certain hours on certain roads from Monday to Friday (inclusive).
Applications to exempt vehicles from these travel time restrictions will be considered.
Please provide the following information via email to freight@transport.nsw.gov.au to have an application for an exemption considered:
- Operator name and address
- Contact number
- Vehicle type, registration number and Vehicle Identification Number (VIN)
- Vehicle width, height and length
- Specific roads and days/times travel is requested
- Reason for travel
Please note that multiple vehicles may be listed as part of a single application.
Maps
The NHVR National Network Map is the single location for the heavy vehicle industry to map journeys across state and territory borders for their entire fleet.
The map enables operators to view and plan where they can access, and where they need to seek access approval, on a national level.

Telematics
Telematics is a method of monitoring vehicles by using GPS technology and on-board diagnostics to plot the vehicle’s movements.
These technologies allow participating operators access – or improved access – to the road network, in return for monitoring and compliance with access conditions.
Heavy vehicle access in NSW is monitored using:
- Intelligent Access Program (IAP)
- Road Infrastructure Management (RIM)
- Telematics Monitoring Application (TMA) with optional Smart On-Board Mass
