The Australian and NSW governments are investing $130 million to upgrade Avoca Drive, Kincumber.
The proposed upgrade will improve traffic flow and deliver infrastructure for active and public transport access on Avoca Drive through the township of Kincumber.

November 2025 – Announcement of priority first stage
Transport for NSW has previously identified that the Avoca Drive upgrade project through Kincumber will be delivered in stages and prioritised.
The first stage will deliver an upgrade of Avoca Drive between the Bungoona Road / Carrak Road and Joalah Road / Killuna Road intersections.
This section of Avoca Drive from the Kincumber town centre to the east will help ease congestion at the key intersection of Bungoona Road / Carrak Road and improve traffic flow by widening the road and connecting to the existing four lane section east of Joalah Road / Killuna Road. The upgrade will also provide safe and efficient access for the local community to key destinations along the route including Kincumber Village Shopping Centre, several schools and sporting facilities in the area.
The upgrade of Avoca Drive west of Kincumber town centre will be incorporated into future stages of the project.

August 2025 – Investigations
We are carrying out geotechnical investigations to help progress the concept design and identify environmental constraints along Avoca Drive and nearby streets.
We’ll be working along Avoca Drive and nearby streets including Willesee Crescent, Kincumber Street, Bungoona Road, Tilba Street, Gunya Road, Davies Street and Carrak Road from Sunday 24 August to Friday 12 September, weather permitting.
To limit disruption along the road network during peak hours, most of our work will be carried out at night between 7pm and 5am, Sunday to Thursday.
June 2025 – Publication of consultation report
Transport for NSW has published a consultation report following the display of strategic design options for the Avoca Drive upgrade, Kincumber.
Between Monday 29 July and Sunday 25 August 2024, community members were invited to provide comment on several options and recommendations to improve safety and efficiency along Avoca Drive through the Kincumber town centre.
We received 337 submissions in response to the proposal, 290 were submitted via the online survey tool.

July 2024 - Have your say
Transport for NSW has identified several options and recommendations for improvements through the Kincumber town centre.
Transport sought feedback on these design options to assist with further development of the concept design between Monday 29 July and Sunday 25 August 2024. We are now preparing a report that includes responses to items raised by the community.

Project information
Background
Avoca Drive is around 13 kilometres long and is a key east-west road on the New South Wales Central Coast. It provides critical links between the southern coastal suburbs, Terrigal Drive and to the M1 Pacific Motorway and rail line via the Central Coast Highway.
Avoca Drive through the township of Kincumber is used an average of about 26,000 vehicles a day, with heavy vehicles accounting for around six per cent of daily traffic.
During peak travel times motorists experience congestion and slow travel times on Avoca Drive, particularly around the intersection of Bungoona and Carrak roads, which provides access to Kincumber Village Shopping Centre, food outlets and surrounding businesses.
With increasing population and employment in the region, traffic volumes are predicted to increase over the next 30 years, leading to further reductions in traffic performance.

The Project
Transport for NSW has developed a proposed upgrade that will improve traffic flow and deliver infrastructure for active and public transport access on Avoca Drive through the township of Kincumber.
Transport has previously identified that the Avoca Drive upgrade project through Kincumber will be delivered in stages and prioritised.
Priority first stage
The first stage will deliver an upgrade of Avoca Drive between the Bungoona Road/ Carrak Road and Joalah Road / Killuna Road intersections.
This section of Avoca Drive from the Kincumber town centre to the east will help ease congestion at the key intersection of Bungoona Road / Carrak Road and improve traffic flow by widening the road and connecting to the existing four lane section east of Joalah Road / Killuna Road. The upgrade will also provide safe and efficient access for the local community to key destinations along the route including Kincumber Village Shopping Centre, several schools and sporting facilities in the area.
Key features include:
- providing two lanes in each direction on Avoca Drive between Bungoona Road / Carrak Road and Joalah Road / Killuna Road intersections
- upgrading of intersections along Avoca Drive at:
- Bungoona Road / Carrak Road – roundabout to traffic signals
- Tilba Street / Gunya Road – uncontrolled intersection to new traffic signals
- Davies Street – uncontrolled intersection to left in / left out only
- provision of a new permanent local roundabout at the intersection of Bungoona Road / Kincumber Street for improved accessibility to the shopping centre
- replacing both mid-block pedestrian signals along Avoca Drive and the raised pedestrian crossing in Bungoona Road, with pedestrian crossings to be included at all new signalised intersections
- removing on-street parking along Avoca Drive to allow for road widening
- upgrading active transport connections, including:
- new shared pathway along the northern side of Avoca Drive allowing for both cyclists and pedestrians
- new pedestrian footpath on the southern side of Avoca Drive
- upgrading bus stop facilities.
The upgrade of Avoca Drive west of Kincumber town centre will be incorporated into future stages of the project.

Next steps
Preparation of the concept design and environmental assessment (Review of Environmental Factors – REF) for the priority first stage is continuing. The REF for the priority stage is expected to be displayed for community feedback in early 2026.
Where required during this assessment phase, Transport will be reaching out to local residents to discuss any impacts from the project to better inform the REF and future construction phase.
Transport is also reviewing opportunities to carry out early work for the project that will support more efficient construction of the priority first stage.
Timing for main construction work for the priority first stage is not yet confirmed and will be dependent on planning approval.
We will keep the community updated as planning for the project progresses.
