June 2025 – Publication of consultation report
Transport for NSW has published a consultation report following the display of strategic design options for the Avoca Drive upgrade, Kincumber.
Between Monday 29 July and Sunday 25 August 2024, community members were invited to provide comment on several options and recommendations to improve safety and efficiency along Avoca Drive through the Kincumber town centre.
We received 337 submissions in response to the proposal, 290 were submitted via the online survey tool.

July 2024 - Have your say
Transport for NSW has identified several options and recommendations for improvements through the Kincumber town centre.
Transport sought feedback on these design options to assist with further development of the concept design between Monday 29 July and Sunday 25 August 2024. We are now preparing a report that includes responses to items raised by the community.

Project information
Background
Avoca Drive is around 13 kilometres long and is a key east-west road on the New South Wales Central Coast. It provides critical links between the southern coastal suburbs, Terrigal Drive and to the M1 Motorway and rail line via the Central Coast Highway.
Avoca Drive through the township of Kincumber is used an average of about 26,000 vehicles a day, with heavy vehicles accounting for around six per cent of daily traffic.
During peak travel times motorists experience congestion and slow travel times on Avoca Drive, particularly around the intersection of Bungoona and Carrak roads, which provides access to Kincumber Shopping Centre, food outlets and surrounding businesses.
With increasing population and employment in the region, traffic volumes are predicted to increase over the next 30 years, leading to further reductions in traffic performance.
The Australian and NSW Governments are investing $130 million towards upgrades to Avoca Drive, Kincumber, between Boora Boora Road and Joalah Road.
This will help to improve safety, traffic flow and travel times for motorists to cater for existing and future traffic flows along Avoca Drive. The improvements will further provide pedestrian and cyclist facilities and improvements to public transport access, helping to increase multi-modal connectivity.
When complete, the project will reduce congestion and create a safer road environment for all road users, including pedestrians and cyclists.
The Project
The project is being developed for future upgrades along Avoca Drive between Boora Boora Road and Joalah Road, with improvements proposed to key intersections along the route. The project would be delivered in stages, with the priority first stage, which is yet to be identified, to be delivered within the committed $130 million budget. The priority first stage would be consistent with the overall design developed in this section of Avoca Drive.
Current key features of the overall strategic design include:
- providing two lanes in each direction on Avoca Drive between Boora Boora Road and Joalah Road
- alternate options for replacing the existing roundabout at the Bungoona Road / Carrak Road intersection with traffic signals and other changes
- intersection safety and efficiency improvements:
- converting Boora Boora Road to right in, left in and left out movements only
- converting Island View Drive to left in / left out only
- upgrading the Algona Avenue intersection to traffic signals
- upgrading the Tilba Street / Gunya Road intersection to traffic signals
- converting Davies Street to left in / left out only
- provision of a new local roundabout at the intersection of Bungoona Road and Kincumber Street for the provision of improved accessibility both during and after construction of the project
- removing mid-block pedestrian signals and crossings along Avoca Drive, with pedestrian crossings to be included at all new signalised intersections
- removing on-street parking along Avoca Drive to allow for road widening
- providing an on-road cycleway along the length of Avoca Drive
- upgrading active transport connections, including provision of shared pathways along the length of Avoca Drive
- upgraded bus stop facilities.
The design is subject to further change and will be influenced by future environmental assessments and community consultation.
It is important to note, that not all of the above proposal upgrades would be delivered as part of the priority first stage of the project and are potentially subject to change as development of the project progresses.

Next steps
The Australian and NSW Governments are investing $130 million towards upgrades to Avoca Drive, Kincumber, between Boora Boora Road and Joalah Road.
The next step for the project is preparation of the concept design and environmental assessment (Review of Environmental Factors – REF). Feedback received as outlined in the consultation report will continue to be considered as the project progresses.
Transport has awarded a contract to AECOM to develop the concept design and REF. Further investigations and consultation with key stakeholders will be carried out to help inform and refine the concept design.
The concept design and environmental assessment is expected to be displayed for feedback in 2026.
Timing for construction is not yet confirmed and will be dependent on planning approval.
We will continue to keep the community updated a planning for the project progressed.
