About the project

Transport for NSW is proposing changes to parking on Avoca Street and Barker Street, Randwick, to improve traffic flow and reduce congestion during weekday peak periods.

As part of the Network Efficiency Project, the proposed changes respond to congestion issues identified on Avoca Street and Barker Street in Randwick.

Site observations and traffic assessments have confirmed kerbside parking during weekday peak periods is adversely impacting road capacity and causing traffic queuing.

Freeing up road space currently designated for parking will improve traffic flow, reduce intersection delay and reduce vehicle queuing.

Avoca Steet is a State Road and managed by Transport. Barker Street is a local road managed by Randwick City Council.

Planned changes and benefits

To improve traffic flow and reduce congestion, we are proposing to reallocate road space and implement new parking restrictions.

Planned changes

  • No parking 7am-9.30am and 4pm-6pm Monday - Friday (refer to map)

Existing parking restrictions

  • Avoca Street Southbound: unrestricted
  • Barker Street Westbound: unrestricted

Impacts

  • About 33 metres (6 spaces) of parking on Avoca Street, and about 8.5 metres (1.5 spaces) of parking on Barker Street, will be unavailable between 7am to 9.30am and 4pm to 6pm, Monday to Friday.

Community benefits

  • these changes aim to improve weekday peak traffic flow at the intersection, by maximising the use of all existing traffic lanes
  • this is expected to reduce queuing at the intersection and improve travel time reliability.

Existing traffic conditions 

  • During weekday peak periods people at this intersection experience extensive delays impacting buses and general traffic. Our traffic data shows that people in vehicles often wait through multiple traffic light cycles, causing congestion and traffic delays.
    • Avoca Street (southbound) traffic queues can reach 114 metres in the morning peak and 138 metres in the afternoon
    • Barker Street (westbound) queues can reach 162 metres in the morning peak and 174 metres in the afternoon
  • The following bus routes travel on this section of Avoca St between Rainbow Street and St Pauls St:  
    o    358 – Sydenham to Randwick loop – runs every 10 mins 
    o    348 - Wolli Creek to Prince of Wales Hospital - runs every 15-30 mins 
    o    390X SB runs alternate route from 3.15-3.45pm on school days 
    o    School bus services are additional
