Fifteenth Avenue Upgrade
Project overview
The Australian and NSW governments are investing $1 billion to upgrade Fifteenth Avenue, with construction expected to begin in 2027.

Planning and design work has started on the priority section between Cowpasture Road and Devonshire Road, with Fifteenth Avenue to be widened from two lanes to four lanes, for a two lane (each way) carriageway. This transformation will improve the most congested section of the corridor, providing relief for the 22,000 motorists using the road each day whilst helping cater for the area’s growth which is expected to triple by 2036.

August 2025 - Works and speed limit changes
Transport for NSW will install new signs and line marking on Fifteenth Avenue, between Devonshire Road and Cowpasture Road, Austral from Sunday 10 August 2025. For further information read the notification here (PDF, 288.73 KB).
Changes to the existing speed limits on Fifteenth Avenue, Western Road Devonshire Road and Ramsay Road, Austral and King Street, Rossmore will also take place from Sunday 10 August 2025. For further information read the notification here (PDF, 589.87 KB).

Fifteenth Avenue Upgrade Community Update – Arabic
August 2025 - Contract awarded
The NSW government has announced that the tender process is complete and a contract has been awarded to design the upgrade. Key features of the design will include:
- Two lanes in each direction
- Land protection space for future bus lanes
- Traffic lights at multiple intersections including Second Avenue
- Turning lanes, making it safer for the local community
- Improvements for people walking and bike riding

January 2025 - NSW and Federal Governments announce joint funding for Fifteenth Avenue Upgrade
On 19 January 2025, NSW and Federal governments committed $1 billion to the Fifteenth Avenue Upgrade.

What’s happening now
We know that road users and local community experience congestion and delays along Fifteenth Avenue now. Already over 22,000 vehicles per day travel along the congested two-lane Fifteenth Avenue. So, we are making improvements to ease congestion and improve safety, as we plan the Fifteenth Avenue Upgrade.
The safety improvements include:
- getting to the M7: a third lane added on Cowpasture Road, between Fifteenth Avenue and the M7. This will reduce weaving and congestion
- investigating improvements to pedestrian safety along Fifteenth Avenue
- improving line markings and signs on Fifteenth Avenue
- reducing speed limits to 60km/h on sections of Fifteenth Avenue
Future vision - the Liverpool to Airport Transit Corridor
In the future, we will transform Fifteenth Avenue into the Liverpool to Airport Transit Corridor. This will become a direct link to the Bradfield City Centre. We will do this by:
- further widening Fifteenth Avenue
- building a new road from the western end of Fifteenth Avenue to Bradfield Metro Link Road.
The vision is designed to bring equity to Western Sydney. It will become a reliable transport network connecting people to housing, jobs and economic opportunities in the new Bradfield City Centre and Western Sydney International Airport.
