Project overview

The NSW Government is supporting the development and population growth in the North West Growth Area with an improved transport network.

The North West Growth Area (NWGA) in Sydney is becoming an increasingly popular place to live and is undergoing significant development and expansion. Transport for NSW is planning transport and infrastructure projects to support this growth. 

Our objective is to establish a sustainable and integrated transport system that caters to the rising population and future increases in bus passenger movements and bus priority and adapts to the evolving needs of both residents and businesses in the region. 

We are also working on improving flood evacuation routes in the area, with the NSW Government investing $200 million to improve flood resilience in the flood-prone Hawkesbury-Nepean and across Western Sydney. The funding will allow the enabling works on Garfield Road East at Riverstone and the Richmond Road - M7 to Townson Road - upgrade.

The Budget 2023-24 allocation of $200 million over two years is part of a larger $550 million spend over ten years on Western Sydney flood roads resilience that includes:

  • $100 million for Garfield Road East at Riverstone for widening and duplication works as a key evacuation route
  • $285 million for Richmond Road between Townson Road and the M7.

Current North West Growth Area work

Denmark Link Road

Project status: Road upgrade complete. 

Denmark Link Road is a new link road that has been constructed between Garfield Road West, Riverstone and Bridge Street, Schofields.

The new link road aims to alleviate traffic congestion along Garfield Road West at the railway level crossing at Riverstone and provide an alternate local connection for light vehicles to cross the Richmond railway line, to avoid the Riverstone town centre.

Our plans 

Bandon Road

Project status: planning and development of priority sections of Bandon Road upgrade at Vineyard is underway.

The proposed Bandon Road Corridor connects Richmond Road, Marsden Park and Windsor Road.

The progression of the priority sections between Windsor Road and the T1 rail line will improve access and connections to the Riverstone West Precinct and the Vineyard precinct.

Garfield Road East – Piccadilly Street to Windsor Road

Project status: planning of Garfield Road East upgrade underway.

The NSW Government is planning for the future with an upgrade proposal for Garfield Road East in Riverstone and Grantham Farm. The upgraded corridor will support current and future traffic demands, reduce travel times and congestion, economic development along the corridor and promote alternative modes of transportation.

Garfield Road Central – Denmark Road to Piccadilly Street

Project status: We are in the process of consulting the public on two design options for the future development of Garfield Road Central.

The Garfield Road Central Upgrade aims to reduce congestion, improve safety, and enhance connectivity in the area, by:

  • removing the Riverstone at-grade rail crossing
  • upgrading the existing two-lane road to a four-lane divided road
  • improving flood resilience
  • upgrading the existing road to enhance road safety
  • upgrading and realigning the intersection with Railway Terrace and Riverstone Parade
  • providing a new grade separated road over rail corridor 
  • providing dedicated facilities for pedestrians and cyclists
  • increasing road capacity to meet future traffic growth.
  • providing an opportunity to deliver Railway Terrace realignment prior to full upgrade to provide improved traffic flow.

Garfield Road West - Richmond Road to Denmark Road

Project status: We are finalising the submission report following the display of the Review of Environmental Factors (REF).

The NSW Government is planning for the future with an upgrade proposal for Garfield Road West in Marsden Park and Riverstone. The upgraded corridor will support current and future traffic demands, reduce travel times and congestion, economic development along the corridor and promote alternative modes of transportation.

Richmond Road Corridor Strategy

Project status: key stakeholder engagement to progress Strategic Design

The Richmond Road Corridor Strategy will provide a comprehensive analysis of the Richmond Road corridor, which passes through Blacktown, Hawkesbury and Penrith LGAs and proposes a robust road network strategy as part of the preparation for future growth and infrastructure prioritisation within the NWGA including flood evacuation route, new bus services and new shared paths. 

Richmond Road upgrade – Elara Boulevard to Heritage Road

Project status: We are finalising the submission report following the display of the Review of Environmental Factors (REF). 

Transport for NSW is proposing to continue the Richmond Road upgrade from north Elara Boulevarde to Heritage Road, Marsden Park. The upgrade would provide safer and improved access to fast growing residential developments in the Marsden Park precinct and future developments.

Richmond Road widening – M7 to Townson Road

Project status: Ongoing site investigations work from February to April 2024.

Planning and early works are underway to widen to six lanes a 2.2 kilometre section between the M7 Motorway and Townson Road and to build a new off-ramp bridge to connect Westlink M7 to Richmond Road, ease traffic congestion, increase intersection capacity and improve travel times and safety for all road users. This will also support the Hawkesbury Nepean Flood Evacuation routes.

Townson and Burdekin Road upgrades

Project status: We are finalising the submission report following the display of the Review of Environmental Factors (REF) stage 2.

Transport has prepared a design for a four-lane divided road along Townson Road and Burdekin Road linking Richmond Road, Marsden Park in the west and Burdekin Road, Schofields in the east. The length of the project is about 3.6 kilometres.

Benefits of the upgrade would include, improving road capacity to meet future traffic growth, supporting residential and employment growth, improving road safety, improving connectivity to the West Schofields precinct and encouraging active transport along the corridor.
