This document provides an overview of the Economic Concurrence Report, the review process and CBA quality requirements.

Movement and Place Evaluation Guide

This document provides a framework and methodologies for estimating placemaking benefits of transport projects. It provides technical guidance on evaluating benefits of transport initiatives in relation to city-shaping, placemaking, active transport, micromobility, thirty-minute cities and fifteen-minute neighbourhoods. It provides guidance how estimated benefits can be used to justify investments in business cases and outcome-based reporting.

CBA Technical Note on Vehicle Operating Cost (VOC)

This document provides a recommended approach for calculating road vehicle operating costs for cost-benefit analysis of NSW Transport cluster projects.

The Excel Tools accompany Transport for NSW Technical Note on Calculating Road Vehicle Operating Costs and can be used for estimating the vehicle operating costs for vehicles travelling on urban and rural roads.

Rapid CBA Tool

The NSW Treasury developed a Rapid CBA Tool to support the development of CBAs. The Excel tool will generate key results such as NPV, BCR, sensitivity analysis, and distributional analysis without need for a bespoke model. It requires the input of estimates of costs and benefits. An accompanying user guide is available for reference.
