Local councils

Transport for NSW offers several funding programs for local councils to assist them with:
  • Accident blackspot treatment
  • Road safety audits
  • Local area safety
  • Bicycle and pedestrian facilities
  • Traffic calming
  • Schemes for the older people and the mobility impaired
  • Maintenance and installation of traffic facilities
  • The rehabilitation and enhancement of their Regional Road network.

This site provides access to documents that will assist councils to review the guidelines under which funds are allocated, how to apply for a funding allocation, how to manage the allocation of Transport for NSW funds and how to claim for payments when the projects are completed.

Most funding allocations are provided on a 50/50 basis. However funding allocations provided under the Block Grant Agreement are a 100% grant.

Documents provided are:

  • Memorandum of Understanding (MOU) which sets out the agreed management procedure for council and Transport for NSW - Sydney Client Services to follow for all council projects funded wholly or in part by Transport for NSW. A copy of the Project Management Cycle, Project Type Criteria, Monthly Report form and the Claim for Payment form is included.
  • A generic copy of the Block Grant Agreement for Regional Roads between Councils and Transport for NSW (PDF, 144 KB), which sets out the Roads component, Traffic Facilities component and Ex 3x3 Council determined component of the agreement.
  • Transport for NSW Business Rules that will apply to traffic facilities work on local and regional roads in a local government area where a Council has not accepted the Traffic Facilities Component of the Block Grant Agreement.
  • Guidelines for funding under the Regional Roads 'REPAIR' Program (PDF, 605.83 KB).
  • The Cover Sheet and Application Forms for each of the Funding Programs.
  • Copies of Schedule 3 and Schedules 4A & 4B from the Block Grant Agreement that need to be completed at the end of each financial year.

Other documents

Access is also provided to three other documents frequently requested by Councils.

The three items are:

  • Delegation to Councils, Regulations & Procedures
    Section 50 of the Transport Administration Act and all other enabling powers has allowed TfNSW to delegate those functions listed in the instrument of delegation under that legislation to Councils constituted under the Local Government Act 1993. This delegation is subject to certain limitations as set out in the instrument of delegation and applies only to local roads under the care and control of Council and not on a classified road under the Roads Act 1993.
  • Traffic Management Plan
    Procedures for the Use in the Preparation of a TMP.
    The procedure for preparing a TMP includes General Briefing Notes, the Approval Procedure Flow Chart, the TMP Format, TMP Explanatory Notes and Guidelines for Approvals
  • Traffic and Transport for Special Events
    Version 6, February 2002, describes and details processes involved when dealing with major special events (Categories 1, 2 & 3) and the more numerous smaller events (Categories 4 & 5).

Business rules

The Transport for NSW business rules will apply to traffic facilities works on local and regional roads in a local government area where that council has not accepted the Traffic Facilities Component of the Block Grant Agreement.

The traffic facilities covered by these rules include the maintenance and new installation of signs and roadmarkings on local and regional roads, but excludes street name signs and traffic facilities associated with a traffic signal control site.

Schedules 3, 4A and 4B

Under the Block Grant Agreement Councils are required each year to complete Schedules 3, 4A & 4B and submit them to Transport for NSW by 1 September each year. Copies of the forms are provided here for convenience but they are also included in the Block Grant Agreement (PDF, 144 KB) section of this web site.

Councils can download the forms and complete them manually, or complete them on-line and e-mail them back to Transport for NSW.

Traffic Route Lighting Subsidy Scheme

Two documents are provided:

The Initiation and Eligibility of Proposal document defines the methods required for initiating the installation or upgrading of the Traffic Route Lighting and the methods by which such an installation or upgrading is determined to be eligible for subsidy under the Traffic Route Lighting Subsidy Scheme

The Subsidy Payments to Councils document defines the methods required for subsidy payments to Councils under the Traffic Route Lighting Subsidy Scheme. A copy of the Application Form is attached.
