Transport for NSW is committed to improving the transport network by ensuring it remains safe, reliable and able to service the growing population, particularly across Sydney.

The NSW Government has committed $33 million over three years to deliver cost-effective solutions to keep people moving in Sydney under the Network Efficiency Program. 


Program overview

The Network Efficiency Program is a rolling program that delivers a range cost-effective solutions that aim to improve the reliability and efficiency across the Sydney road network. The program aims to enhance traffic flow, road safety, accessibility and connectivity for all road users, including motorists, freight operators, public transport passengers, and active transport users. The program seeks opportunities to maximise the effectiveness of the existing infrastructure network to achieve enhanced customer outcomes.

Projects within the program target critical intersections and network deficiencies through minor infrastructure upgrades, operational changes, and technology solutions. These improvements help reduce congestion, improve travel time reliability, and support economic and housing growth across Sydney.

What the program delivers

The Network Efficiency Program delivers a range of cost-effective solutions that aim to improve:

  • intersection performance – upgrades to traffic signals, turn bays, and intersections to improve travel times and congestion
  • freight access – enabling safer and more efficient movement of freight vehicles to enhance productivity
  • public and active transport connectivity – improving access to bus stops, stations, and key destinations supporting housing growth
  • road safety – reducing crash risks and improving road safety for all users
  • network resilience – supporting customers during and following incidents to restore network performance.

Projects are prioritised based on various factors including strategic alignment with NSW Government priorities, Future Transport Strategy, Road Safety Action Plan, and Freight and Ports Plan.

Typical projects include

  • intersection upgrades including extension of bays and additional lanes
  • upgrades to traffic signals
  • road space reallocation and parking changes
  • technology improvements including Variable Message Signs (VMS) and CCTV monitoring
  • corridor optimisation.
