As Central Precinct progresses through the rezoning application phase, Transport for NSW has several initiatives already underway within the Central Precinct to improve the public domain and provide the community with new spaces including The Western Gateway Sub-Precinct and the Sydney Terminal Building Revitalisation projects.

August 2025 – Upcoming construction activities at Eddy Avenue Plaza
From August 2025 we will commence the following construction activities within Eddy Avenue Plaza:
- removal of the existing vehicle ramp from Eddy Avenue Plaza to the station concourse level
- installation of rock anchors along the adjoining rail corridor wall
- relocation of fire hydrant boosters and associated utilities
- excavation work to level the plaza surface area.

Project Information – Stage 1
Background
The Sydney Terminal Building Revitalisation project will rejuvenate Central Station’s Sydney Terminal Building, improving the customer experience and creating a vibrant and modern environment for passengers and visitors.
This project will be delivered in stages, with Stage 1 providing an upgrade of Eddy Avenue Plaza, Eddy Avenue Colonnade and the Eastern Terrace of the terminal building.. This is the first step in revitalising Central Station, improving public space, safety and connectivity.
Project approval
The Sydney Terminal Building Revitalisation project received planning approval in November 2023 and will be delivered in stages.
The project meets the criteria of State Significant Infrastructure (SSI-45421960) due to its heritage significance.
State Significant Infrastructure includes transport and service developments with effects beyond local areas, such as: rail and road infrastructure, water storage and treatment plants, wharves and boating facilities, pipelines and some developments in national parks.
Any of these types of infrastructure is considered state significant if it is: above a certain size or capital investment value or is in a sensitive environmental location.
There are specific conditions of approval and guidelines for transport related State Significant Infrastructure projects.

Project Scope
In March 2025, the NSW Government awarded Gartner Rose with the contract to design and construct Stage 1 of the Sydney Terminal Building Revitalisation project.
Stage 1 will deliver:
- Upgrades to Eddy Avenue Plaza including landscaping, lighting and wayfinding
- A new retail building and updates to existing retail spaces
- New balustrades and awning on the Eastern Terrace
- Upgrades to paving and ceiling finishes within the Eddy Avenue Colonnade
The future stages to revitalise the Sydney Terminal Building will include the remaining scope for the approved project and will be considered as planning progresses.
EIS Response to Submissions
As detailed in the EIS Response to Submissions Report, feedback related to Stage 1 work included:
- Potential impact to heritage features at the Sydney Terminal Building
- Potential impact to local businesses within and around Central Station
- Provision for and location of bicycle parking
- Construction impacts to pedestrian movement and access
Following feedback from the EIS, we revised the design by reducing the new building height to improve visibility of the Terminal building from passing trains. We are now finalising the detailed design for Stage 1.

Construction
Work hours
Our standard work hours are:
- 7am to 6pm, Monday to Friday
- 8am to 6pm on Saturday.
At times, our delivery partner may request to work outside of standard work hours. Out of Hours Work (OOHW) will require justification and follow the requirements of the OOHW Protocol and in accordance with the Construction Noise and Vibration Sub-plan.
We will be regularly doing work at night between 2am and 4am as we need to access the site when the light rail is not in operation. This work is generally not noisy and will include:
- Delivery of machines, equipment and materials for construction activities
- Excavator trucks entering and leaving the site at Eddy Avenue.
We will notify nearby residents and businesses in advance if additional OOHW work is required. All work activities and dates provided are subject to weather and site conditions.
Work activities
We completed the following work during June and July 2025:
- site establishment in Eddy Avenue Plaza
- Installation of site screening and hoarding
- removal of seven existing trees (these will be replaced during landscape work)
- removal of existing fixtures and light poles in Eddy Avenue Plaza
- demolition and removal of existing retail buildings in Eddy Avenue Plaza
- heritage brick removal for reuse in the new Eddy Avenue Plaza design.

Managing our impacts
Our aim is to minimise impacts on passengers, customers, residents and businesses as much as possible. In addition to the site compound being designed to minimise any impacts, we will also be:
- Completing most of the work during the day and providing break periods during high noise activities
- Maintaining access to buildings and businesses in Eddy Avenue Plaza
- Implementing temporary detours when required
- Fencing for safety and security
- Managing dust by covering stockpiles and using water to wet access roads
- Monitoring our noise and vibration
- Using targeted lighting to minimise light spill
- Turning off equipment when not in use
There will be some minor changes to station access during construction. Temporary signage will assist navigation in and around the station during this time.
There will be no impacts to train, bus or light rail services.

We are required as part of our conditions to provide the following information to complainants before, or as soon as practicable after, providing personal information:
- That the Complaints Register may be forwarded to government agencies, including DPHI (via the Major Projects Website), to allow them to undertake their regulatory duties
- By providing personal information, the complainant authorises Transport to provide that information to government agencies
- The supply of personal information by the complainant is voluntary
- The complainant has the right to contact government agencies to access personal information held about them and to correct or amend that information.
- The above complaints process will be made available on the Project website. Complainants will be made aware of their rights under the Privacy and Personal Information Protection Act 1998 (NSW). For any complaints made in person, the complainant will be made aware of the above information.
