Project overview

Transport for NSW is upgrading Hill Road between Parramatta Road and Bombay Street to the south and Old Hill Link to the north at Sydney Olympic Park and Lidcombe to improve connectivity to Carter Street Precinct, Sydney Olympic Park and surrounding areas.

Upgrades to Hill Road will ease congestion, deliver reliable travel times and improve safety for all road users on this section of Hill Road.

The program is funded as part of the $140 million Housing Acceleration Fund (HAF) by Department of Planning, Housing and Infrastructure.

Construction commenced on 24 March 2025 and is expected to take a minimum of 2 years to complete.

Project information 

Background

Transport will upgrade the section of Hill Road between Parramatta Road and Old Hill Link and build a shared user pathway adjacent to the upgraded section of Hill Road in the suburb of Sydney Olympic Park NSW, in the City of Parramatta and Cumberland local government areas (LGA).

The works also involve minor upgrades at the Parramatta Road and Birnie Avenue intersection. Features of the works include:

  • Upgrade of the Hill Road intersection with Parramatta Road
  • Widening the existing eastbound exit ramp from the M4 Motorway onto Hill Road and signalising the intersection of the eastbound exit ramp and Hill Road
  • Protection of existing bridge piers of Hill Road/M4 overbridge on the western side
  • Improving the western shared user path along Hill Road between Hill Road/Parramatta Road intersection and the Hill Road/Carter Street intersection
  • Widening of the Hill Road between Carter Street and Hill Road intersection up to Hill Road/John Ian Wing Parade intersection
  • New shared user path on the eastern side of Hill Road between Hill Road/Carter Street intersection and Hill Road/John Ian Wing Parade/Green Spine Road intersection
  • Widening of John Ian Wing Parade to accommodate additional lanes on the western approach from bridge over Haslams Creek
  • Upgrading the Birnie Avenue intersection with Parramatta Road to allow B-double turning movements from the Parramatta Road into Birnie Avenue.

Benefits

The project proposes to:

  • improve road capacity to meet future traffic growth and connectivity to Carter Street Precinct
  • improve connectivity to Sydney Olympic Park, especially during major events
  • improve connectivity to the neighbouring residential suburbs of Lidcombe, Wentworth Point and Newington
  • improve traffic flow and reduce traffic congestion at Hill Road and Parramatta Road and Hill Road and John Ian Wing Parade intersections
  • improve road safety for all road users
  • reduced travel times for all future road users
  • enhance active transport links.

Key features

The project includes the following key features:

  • Upgrading intersections with additional turning lanes at Bombay Street, Parramatta Road, M4 Motorway (eastbound) off-ramp, Hill Road and John Ian Wing Parade
  • New shared pathways for pedestrians and cyclists on Hill Road between Parramatta Road, Carter Street and Stockyard Boulevard
  • Minor widening works at Birnie Avenue and Parramatta Road intersection to improve heavy vehicle access.

Next steps

Abergeldie Complex Infrastructure have been awarded the contract to carry out the upgrade. Early works are underway, and main works commenced on Monday 24 March 2025.
