Transport for NSW announced construction funding for the Memorial Avenue upgrade in Kellyville on 10 January 2019.

The upgrade to Memorial Avenue, Kellyville will help to manage current traffic as well as allow for the expected increases in traffic due residential and commercial development in the area.

Memorial Avenue is about 2.2 kilometres long and connects Old Windsor Road in the west with Windsor Road in the east. It bisects the new Balmoral Road development and provides access to Blacktown, Glenwood, Stanhope Gardens, Parklea, Baulkham Hills, Castle Hill and Kellyville.

The Memorial Avenue upgrade will reduce travel times and congestion for motorists and improve road safety.

• Project cost: $224 million.

Early works

Early works have now been completed. This included moving overhead electrical cables underground and removing poles that are no longer required. This essential work was delivered to help reduce the length of time for major construction throughout the project.

Main works

The main work for the Memorial Avenue upgrade is being delivered in two stages.

Stage 1

Stage 1 has now been completed. In stage 1, the new road was built on the southern side of the existing Memorial Avenue between Old Windsor Road and Hector Court, and on the northern side between Hector Court and Windsor Road.

The first of the twin bridges over Strangers Creek was also built during stage 1, and traffic was aligned onto the eastbound bridge and new road to allow construction of Stage 2.

Stage 2

Under stage 2, the new road will be built opposite stage 1 and the second part of Strangers Creek bridge will be completed. The wide central median will then be landscaped, and traffic will be realigned to provide two lanes in both directions. 

The Memorial Avenue project is expected to be completed by late 2024.

The key benefits to the community include:

• increasing road capacity to cater for traffic growth
• improving safety for motorists through the installation of traffic lights and a central median to separate traffic travelling in opposing directions
• improving safety for cyclists and pedestrians by providing off-road shared paths
• improving travel times between Blacktown and Castle Hill
• improving access and travel times for road freight
• improving bus accessibility at traffic lights
• improved street lighting and landscaping
• facilitating the development of the Balmoral Road release area precinct.

• Upgrading Memorial Avenue from a two lane to a four lane divided road with a central median.
• Introducing a speed limit of 80km/h.
• Providing a wide central median to allow for future widening to six lanes, when required in the future.
• Providing landscaping in the median.
• Constructing pedestrian/cyclist path on both sides of Memorial Avenue.
• Installing bus priority capability at traffic lights and indented bus bays at Arnold Avenue and Severn Vale Drive intersections.
• Providing designated turning lanes and bicycle lanes at intersections with traffic lights.

Key activities planned over the next six months include:

• continue to relocate utilities and services, and electrical work for the new street lighting
• installing girders (concrete beams) for the bridge over Strangers Creek. Girders are the beams that support the bridge surface
• building the retaining wall on the southern side of Memorial Avenue between Elizabeth Macarthur Creek and the T-Way
• continue building the new road alignment of Memorial Avenue.

The Review of Environmental Factors for this proposal was displayed for community comment in November and December 2014 at The Hills Shire Council and Castle Hill Library. Transport for NSW also hosted two community information sessions in November 2014. We would like to thank everyone who took the time to review the documents and provide feedback.

We received 44 submissions and overall there was general support for the upgrade. Community feedback included comments on traffic congestion, local traffic access and public transport in the area. Comments on environmental factors included noise and the relevant mitigation measures. We have considered the community’s feedback, prepared a Submissions Report in response to the feedback and obtained planning approval for the project.

Pedestrians are advised to walk on the south side of Memorial Avenue in order to travel safely through ongoing construction areas.

It is not recommended that pedestrians walk along the north side of the road as there is no allocated pedestrian access.

Pedestrians travelling on the northern side of Memorial Avenue between McCausland Place and Burns Road will be detoured. The pedestrian detour is required to ensure the safety of the community and workers and will be in place from April until the end of the year, weather permitting.

Pedestrians travelling on Memorial Avenue between McCausland Place and Burns Road will be detoured along McCausland Place, Arnold Avenue, Gormon Avenue, Dunn Way, Gormon Avenue and Burns Road. Clear signage will be in place and pedestrians are advised to follow the directions of signs and traffic control.

This detour may add up to ten to twelve minutes to a pedestrian’s journey. Please see the map for more detail.
