The Garfield Road East corridor extends 3.4 kilometres between Piccadilly Street, Riverstone and Windsor Road, Box Hill. The NSW Government proposes to widen the two-lane road to four lanes, with the opportunity to expand this to six in the future.

Latest news

The NSW and Australian Governments have committed $440 million in funding to build the Garfield Road East upgrade between Piccadilly Street, Riverstone and Windsor Road, Box Hill.

The Garfield Road East upgrade is currently in the final stage of design and preparations for the construction of the project are proceeding. Transport for NSW has put out an invitation for select tenders for the design and construction of the road widening project.

The tender for reference design was awarded in March 2025 and will inform the delivery phase of the project.

Progressing the design

From 2022, Transport has been working on the design for the upgrade to allow for changes in Riverstone and has also delivered safety improvements on Garfield Road East. The improvements increase pedestrian safety and accessibility when crossing this busy road. 

Safety improvements completed include: 

  • a new pedestrian refuge and pram ramp installed at Piccadilly Street
  • a new footpath, pedestrian refuge and pram ramp installed at Hamilton Street
  • a new footpath, pedestrian refuge and pram ramp installed at Edmund Street.

In 2025, we will complete our planning studies to start work on road upgrades that include:

  • widening the road to four lanes (two lanes in each direction) including a median strip to improve traffic flow
  • new and upgraded signalised intersections 
  • a footpath (east, towards Windsor Road) and a shared path (west, towards the town centre) for people walking and riding bicycles 
  • bus bays so buses can pick up and drop off passengers without stopping the flow of traffic 
  • bus priority at signals and bus lanes to improve bus services.   

Once planning studies have been completed, the project will be ready to move into the delivery phase. We will keep the community updated on our progress via the project website and regular community updates.

Overview

The NSW Government is planning for the future with an upgrade proposal for Garfield Road between Piccadilly Street in Riverstone and Windsor Road in Box Hill. Upgrades include widening the existing two-lane road to a four lane divided road with capacity to widen to six lanes in future.

Transport conducted a review of environmental factors (REF) for the Garfield Road East proposal, seeking input from the community and stakeholders. The REF identified potential environmental impacts and strategies to manage them.

During the consultation, we received 70 submissions on the Garfield Road East proposal. We have considered all feedback received from the community and prepared a Submissions Report to respond to the issues.

Transport will continue to keep the community updated as the project progresses.

  • widening Garfield Road East to four lanes (two lanes in each direction with an allowance for an additional one lane in either direction)
  • a median strip between opposite lanes of traffic to separate road traffic and improve traffic flow
  • new and upgraded signalised intersections 
  • a footpath (eastbound) and a shared path (westbound) for people walking and riding bicycles 
  • a space next to a traffic lane so buses can pick up and drop off passengers without stopping the flow of traffic bus priority at signals and bus lanes to improve bus services.
