The Australian and NSW Governments are funding the upgrade of Richmond Road between Elara Boulevard and Heritage Road, Marsden Park as part of North West Growth Centre Road Network Strategy to support development in the fast growing North West Growth Area.

November 2024 - Submissions report

Transport for NSW prepared a Review of Environmental Factors (REF) for the Richmond Road Upgrade between Elara Boulevard and Heritage Road and asked the community and stakeholders for their feedback.

Transport has considered all feedback received from the community and has prepared a submissions report (PDF, 13.91 MB) to respond to the issues.

Transport will continue to keep the community updated as the project progresses. For more information see our November 2024 community update (PDF, 104.24 KB).

Progressing the design

From early 2022 onwards, Transport has been working on the design to allow for changes in the Marsden Park precinct and revised guidelines for flood mitigation across the Hawkesbury Nepean Valley.

To address these changes and support the approved plans, we are preparing an addendum REF to consider changes to the project area and planning legislation.

As part of these changes, we have: 

  • carried out investigation work along Richmond Road to locate underground utilities 
  • reviewed and updated technical studies including: 
    • hydrology and flooding assessment 
    • traffic assessments
    • vegetation and landscaping plan
    • constructability assessment
    • noise assessment 

In early 2025, we will complete our planning studies and the project will be ready to move into the delivery phase. We will keep the community updated on our progress via the project website and regular community updates. 

August 2024 – Investigation work 

Transport for NSW is continuing the planning for the future of Richmond Road upgrade between Elara Boulevard and Heritage Road, Marsden Park. 

Investigations work will be carried out to collect information to assist with the planning and design of the project.

We will be on site for up to 10 night shifts between Monday 2 September to Saturday 16 November, weather permitting.

Our standard work hours are: 

  • Day – 7am to 6pm Monday to Friday and 8am to 1pm Saturday
  • Night – 8pm to 5am Sunday to Thursday

November 2020 – Have your say

Transport for NSW sought feedback in November and December 2020 on the Review of Environmental Factors (REF) for the Richmond Road north of Elara Boulevard upgrade.

To ensure the health and safety of the community and our staff we replaced face to face community information sessions with online information sessions on the NSW Roads Facebook page where you can watch the recording of this session or view the video on this page.

Thank you to all those who made a submission on the REF we will prepare a report and publish online.

Transport for NSW will continue to provide the community with updates as the project progresses.

January 2020 – Investigation work

Transport for NSW will be carrying out field investigation work which includes locating utilities, digging test pits and potholing to help plan for the future road design of this upgrade.

Our work will be carried out between Monday 13 January and Tuesday 30 June.

Project information

Overview

Transport for NSW completed the four-lane upgrade of Richmond Road between M7 Motorway and Garfield Road West in 2016. 

The next stage of work on Richmond Road north of Elara Boulevard for about 1.5km, is currently being planned to meet the current and projected traffic volumes.

Richmond Road provides an important north-south link through an area of north-west Sydney which is set to undergo significant land-use and transport changes, including rapid population and employment growth over the next 20 years and beyond.

Transport for NSW is proposing to continue the Richmond Road upgrade from north of Elara Boulevard for about 1.5km.

The upgrade would provide safer and improved access to fast growing residential developments in the Marsden Park precinct and future commercial and residential developments in the Marsden Park North precinct.

Benefits

The benefits of the Richmond Road upgrade would include:

  • improved safety
  • new signalised intersections providing safer conditions for motorists, cyclists and pedestrians  
  • an improved connection between the Marsden Park and Blacktown
  • enhanced facilities for active transport
  • better drainage.

Features

  • widening 900 metres of Richmond Road from two lanes to four lanes (two lanes in each direction)
  • wider central median for future widening of the road to six lanes, if needed
  • new traffic lights 800 metres north west of Elara Boulevard
  • providing bus priority lanes at the main intersection.
