November 2024 - Have your say: Review of Environmental Factors 

As part of the planning process, we are inviting the community to comment on the Review of Environmental Factors (REF) and supporting materials on public exhibition until Friday 20 December 2024.

The REF outlines the key features of the proposal, the objectives and the environmental impact and how Transport proposes to manage the changes and the impact on the community and surrounding environment.

The proposal supports future development and improves connectivity for the communities in the north-west, making it easier to move in and around the area. Project information

Overview

Richmond Road is an arterial road which provides a vital link for commuters and freight between Blacktown and Windsor.
 
It forms part of the wider network from the M7 Motorway to new housing and employment precincts in the North West Growth Area, resulting in significantly more traffic in the area.
 
Each day over 89,000 vehicles travel through the Richmond Road and Rooty Hill Road North intersection. Road users currently experience heavy congestion, slow travel times and delays when travelling through the Richmond Road.
 
Transport’s aim is to ease congestion and improve traffic flow by widening Richmond Road and upgrading intersections.

The upgrade supports future development and improves connectivity for the communities in the north-west, making it easier to move in and around the area.

  • improve pedestrian safety with a new staged crossing making it easier for pedestrians and bike riders to move safely in and around the area.

Features

Key features of the proposal will include:

  • widening Richmond Road between the M7 Motorway and Townson Road, adding an additional lane in each direction
  • building a new flyover bridge from the M7 Motorway Rooty Hill Road North off-ramp to Richmond Road northbound to allow road users to bypass two sets of traffic lights, reducing congestion and queuing onto the motorway allowing uninterrupted flow of traffic
  • moving the pedestrian and bike path on the western side of Richmond Road
  • replacing the existing boardwalk with a new concrete bridge that will include a pedestrian and bike path and travel lanes over Bells Creek 
  • continuing to improve public transport by maintaining the dedicated bus lanes at the intersections.
  • intersection upgrades including:
    • Richmond Road, Hollinsworth Road and Townson Road:
      • additional through lane along Richmond Road heading northbound (towards Richmond)
      • additional dedicated right turn lane from Richmond Road into Hollinsworth Road
      • new left turn slip lane from Hollinsworth Road onto Richmond Road
      • staged pedestrian crossings.
    • Richmond Road, Langford Drive and Alderton Drive:
      • additional through lane along both sides of Richmond Road
      • staged pedestrian crossings.
    • Richmond Road, Rooty Hill Road North and M7 ramps:
      • additional dedicated right turn lane from Richmond Road into Rooty Hill Road North
      •   two dedicated lanes on Richmond Road heading onto the M7 Motorway
      • two dedicated through lanes on Richmond Road heading southbound (towards Blacktown)
      • relocating the existing pedestrian crossing on Richmond Road approximately 160m south.
