Transport for NSW will continue site investigations, and safety and maintenance work along Elizabeth Drive between Badgerys Creek Road and Duff Road from 1 July 2025.

November 2024 – Submissions Report and Review of Environmental Factors (REF) Determination

Transport for NSW publicly displayed the Review of Environmental Factors (REF) for community and stakeholder feedback between 21 September and 31 October 2023.

Thank you to everyone who provided feedback during the consultation.

The key issues raised during consultation were about:

  • proposal design and construction
  • property acquisition
  • socio-economic impacts
  • consultation process.

August 2024 – Day and night work on Elizabeth Drive

Transport for NSW will do investigation, safety and maintenance work along Elizabeth Drive between Badgerys Creek and Duff Road. This work is scheduled to start from Wednesday 14 August 2024.

November 2023 - REF submissions closed 31 October 2023

The feedback period for the Elizabeth Drive upgrade REF is now closed. 

We thank the community and stakeholders for their feedback during this time. A Submissions Report will be published which will summarise the feedback received for the project and our responses. 

While this period of consultation has closed, we will continue to keep the community up-to-date as the project progresses.

September 2023 - Review of Environmental Factors

We have developed a Review of Environmental Factors (REF) for the proposed Elizabeth Drive upgrade.

The REF outlines the preferred features of the concept design, assesses a range of potential environmental impacts expected when the road is in construction and operation. The REF will include measures on how we plan to minimise these impacts to our customers and the community.

Project information

Background

The Western Sydney International Airport and development of the 11,200-hectare airport precinct that will evolve around it is one of Australia’s largest infrastructure and city-shaping programs. The Western Sydney Airport Precinct will transform into a thriving cultural, social and economic hub underpinned by a safe, reliable and integrated transport network for local communities and industry.

To address this growth and increase in traffic we are planning to upgrade Elizabeth Drive. It will  provide direct access to Western Sydney International Airport, access to employment lands with the Western Sydney Airport Precinct and connect to north-south corridors that are enabling growth of nearby precincts.

Today the road is mostly a two-lane undivided road, with no footpaths, no median and a speed limit of 80km/h.

The proposed Elizabeth Drive upgrade would provide two lanes in each direction together with a median island, landscaping and paths to improve safety and congestion for neighbouring communities.

We have divided this upgrade in to two distinct parts – Elizabeth Drive West and Elizabeth Drive East:

  • Elizabeth Drive West upgrade (ED West) is about 3.6km from The Northern Road to near where the future M12 crosses Elizabeth Drive at Badgerys Creek.
  • Elizabeth Drive East upgrade (ED East) is about 7.8km in length from near where the future M12 crosses Elizabeth Drive at Badgerys Creek to 600 metres east of Duff Road at Cecil Park.

Key safety improvements

While we continue development work for the full upgrade between M12 Motorway and Devonshire Road, we will make some improvements at some key busy areas to improve safety and reduce congestion. The safety work has been divided into two sections:

  1. Elizabeth Drive and Western Road intersection – widening the road to add a right turn lane and a safe waiting space.
  2. Elizabeth Drive between Clifton Avenue and Devonshire Road – installing a shared median turning lane and pedestrian safety measures.

We will now progress with the design development and any further environmental considerations.
