The NSW Government is upgrading the 2.2 kilometre section of Heathcote Road between Infantry Parade, Holsworthy and The Avenue, Voyager Point.

The Heathcote Road upgrade is an important project that will help reduce congestion, improve road safety and provide more reliable journeys for all road users.

Current timeline for the completion of the project

We acknowledge the community’s concerns about the project's progress and completion date. Following a thorough assessment of the construction program and staging plans, we have confirmed updated timeframes for each milestone, including the road’s opening. We continue to explore opportunities to complete the project as efficiently as possible. The road is now scheduled to open to traffic before the end of 2025.

June 2025 – Construction Update – Third quarter 2025

Work is progressing on the Heathcote Road Upgrade between Infantry Parade, Holsworthy, and The Avenue, Voyager Point. This quarter, key activities include completion of the new Williams Creek road bridge (westbound) and traffic lane shifting.

May 2025 - MacArthur Drive Intersection Upgrade to be completed 9 May 2025

Road users will be able to use the new lane arrangement through the intersection between Heathcote Road and MacArthur Drive from 5am on 10 May 2025, weather permitting.

April 2025 – Changes to the Heathcote Road Upgrade project

Transport for NSW is making two key changes to the Heathcote Road Upgrade project. These changes have been added to the project’s environmental review.

Project information

Background

Heathcote Road is a major arterial road that runs between Liverpool and Heathcote, connecting Sydney’s southern suburbs to the motorway network in the south-west including the M5 and M7 motorways. It is also a key link for commuters who drive, walk or cycle to Holsworthy Train Station and the Holsworthy Army Barracks.

The existing road between Infantry Parade and The Avenue is generally a two lane road and contains three bridges across Williams Creek, the T8 Airport railway line and Harris Creek. Congestion is often experienced along these sections of the road, particularly near the Macarthur Drive roundabout.

The total allocated project cost is $188 million with contributions from both the NSW State Government and Federal Government.

Features

The key features of the proposal include:

  • Widen and upgrade Heathcote Road between Infantry Parade and The Avenue to a four-lane divided road
  • Upgrade the roundabout at Heathcote Road and Macarthur Drive to a four-way intersection with traffic lights.
  • Install traffic lights at the intersection of Heathcote Road and The Avenue.
  • Replace and duplicate the existing bridges at Harris Creek and Williams Creek.
  • Duplicate the bridge at the T8 Airport railway line.
  • Provide a shared path for pedestrians and cyclists along Heathcote Road, connecting Voyager Point to Holsworthy Train Station and towards Hammondville.
  • Relocate utilities and build new stormwater infrastructure.
  • Install street lighting, additional road signage, new landscaping, safety barriers and communications infrastructure.

Community engagement

We sought feedback from the community during September and October 2016 on the Review of Environmental Factors (REF) for the proposed road upgrade to help guide future decision making and design.

Following a review of the submissions, we prepared a Submissions Report, which includes the feedback and our responses. View or download a copy of the Submissions Report (PDF, 11.09 MB).

An addendum to the REF was prepared in September 2019 to provide detail on changes to the project to improve functionality, reduce environmental impact and improve management of utilities to assist construction. View or download a copy on our projects documents page.

What happens next?

We have already:

  • installed temporary traffic lights at the intersection of Heathcote Road and The Avenue
  • built two new noise walls near Infantry Parade and Macarthur Drive and Harris Creek.

From March we will start Stage 2 of major work for the upgrade, including:

  • removing trees, shrubs and other vegetation along Heathcote Road between Infantry Parade, Holsworthy and The Avenue, Voyager Point
  • installing traffic controls such as barriers, signs and line-marking
  • survey and utility investigations
  • setting up the site compound and ancillary facilities.

We will continue to update the community as the work progresses on this project.

Making a complaint

During business hours

During business hours you can make a complaint by calling or emailing us. We will acknowledge your complaint within two hours. If your complaint is about noise or vibration we will also begin investigating the complaint within 2 hours.

We will aim to investigate and respond to your complaints as soon as possible. If we cannot provide a response to your complaint within 24 hours we will let you know.

Outside of business hours, when work is occurring on our project:

Please call us if you need to make a complaint about our work outside of business hours (before 9am and after 5pm Monday to Friday and on weekends and public holidays). Our phone line operates outside of business hours when work is occurring. If no one is available to take your call, please leave a message with your name and phone number and some information about your complaint, so that we can return your call. We will return your call and acknowledge your complaint within 2 hours. If your complaint is about noise or vibration we will also begin investigating the complaint within 2 hours.

Please note, we only monitor our emails during business hours. Complaints made by email outside of business hours will be acknowledged and investigated on the next business day.

Collecting personal information

When you contact us to make an enquiry or complaint we record some personal information such as your name, phone number, email address, property address and details about your complaint or enquiry. We record this information in our database. We use this information to: help us resolve your complaints or enquiries. Transport may also use your contact details to contact you with information about this project or other transport projects in your area. Some of your personal information may be provided to the EPA so that they can monitor our compliance with our Environment Protection Licence. If you do not want us to record your personal information, please let us know.
