As part of the Tarago Rail Loop Extension, soils contaminated by lead have been detected in the rail yard at Tarago. Transport for NSW plans to remediate the elevated lead levels in the rail corridor at Tarago.

Background

Soils contaminated by lead have been detected in the rail yard at Tarago as part of the Tarago Rail Loop Extension project.

The lead in the rail corridor is related to a historical mining load-out facility that was used to load and unload lead ore concentrate from the Woodlawn Mine in Tarago. The lead was then transported by rail to Newcastle and Port Kembla. The load-out facility operated from the mid-1980s before being demolished between 1997 and 2005.

April 2024 Update – public exhibition of the Tarago Rail Corridor Remediation Options Assessment 
 
Transport for NSW (Transport) held an online community information session on 10 April 2024 to update the community on the preferred remediation option for the Tarago Rail Corridor. 
 
The presentation covered: 

  • Tarago Rail Corridor Remediation Options Assessment (ROA) (PDF, 30.99 MB) information with an overview of the process and invitation to provide feedback 
  • Transport’s preferred ROA option and next steps for implementation 
  • Stockpile Remediation Action Plan (RAP) update 
  • Tarago air and water monitoring update noting that:  
    • Air and surface water quality monitoring will be changed from a time-based program to an activity-based program 
    • Monitoring will only be conducted during remediation, or any other earthworks  
    • The last monitoring report under the current time-based program is scheduled to be completed by then end of June 2024

Public Exhibition of the Tarago Rail Corridor Remediation Options Assessment 
 
A Remediation Options Assessment (ROA) has been prepared for Tarago Rail Corridor (including the former Station Master’s Cottage). It describes the options considered by Transport to remediate the Site and how each option was assessed. 
 
At the event, Transport presented the preferred remediation option for the Tarago Rail Corridor and are seeking feedback from the community. 

Transport’s preferred remediation option is to remove the contaminated waste from the Site and take it to the containment cell at Lake George Legacy Mine in Captains Flat. This option will cost approximately $2.3 million dollars in total to deliver. 

If this preferred option cannot proceed, Transport’s second preferred option is off-site disposal at a suitably licensed waste facility, possibly in Sydney or Queensland. This option would be delivered at an additional cost of around $3.9 million dollars (approximately $6.2 million dollars in total). 

Social outcomes for the Tarago and the Captains Flat community have been placed at the forefront of the analysis for the remediation options.  

The preferred option has also been identified as providing the best outcome for the state of NSW and would enable the site to be remediated towards the end of 2025.

March 2024

A community information session was held in September 2023, where the community was informed of the decision to demolish the Tarago former Station Master’s Cottage.

While we acknowledge the community's desire to preserve the Site, Transport maintains that this is most suitable outcome for the Site and will proceed to demolish the cottage in 2024. We will keep the community informed regarding the timelines for demolition once they are confirmed. Transport will investigate potential uses for the vacant land and will consult further later this year.

Next steps

Transport will finalise the Remediation Options Assessment (ROA) for the Tarago Woodlawn Siding Rail Corridor and Tarago former Station Master’s Cottage in 2024, which will involve further community engagement. The ROA will be exhibited in April 2024 and an in-person community information session will be held to provide more information.

These timeframes may be subject to change - we will contact the community once the details regarding the event have been finalised. The timeline for remediation will be established following the completion of the ROA. Regarding the removal of the Stockpile, Transport has developed a Removal Action Plan (RAP) and is currently navigating the approvals process. Updates on the progress of Stockpile removal will be provided as the work advances.

December 2023  - Tarago former Station Masters Cottage update

Transport for NSW thanks the community for their attendance at the community information session on the 20 September 2023.

At the event, Transport for NSW (Transport) provided information on the future land use options considered for the cottage and informed the community of Transport’s decision.

The community was informed of the decision to demolish the cottage, remediate the Site and resume the land into the rail corridor. As part of this, updates were also provided on the status of the Remediation Options Assessment and ongoing stockpile monitoring and inspections.

The Remediation Options Assessment will apply to both the Tarago Former Station Master’s Cottage and the Woodlawn Siding combined.

Former Station Master's Cottage - Outcome of the Future Land Use (FLU) Assessment

As you're aware, Transport for NSW (Transport) sought feedback from the community on the future of the Tarago former Station Master's Cottage (the site) and the potential uses of the Site in February 2023. This feedback has been considered as part of our assessment process.

We have also been working to determine the remediation options available and have consulted with Council to determine how best to manage the site.

A Detailed Site Investigation (DSI) has also now been completed and a report will be shared with the community soon.

The outcome of the assessment and the DSI have provided Transport with two potential options for the former Station Master's Cottage.

The assessment considered options in two categories:

  1. Remediation Human Investigation Level (HIL) criteria.
  2. Future use of the Site.

Options considered:

1. Remediation HIL criteria.

As the residential HIL criteria is the highest HIL. Transport requested advice from the EPA on the possibility of reducing the remediation criteria, given the Site is not suitable to be lived in.

The remediation HIL criteria considered where:

  • Remediate to Residential criteria
  • Remediate to Commercial/Industrial criteria.

Preferred HIL criteria option:

Transport's preferred option for HIL criteria is to remediate to Residential criteria, which will also meet the expectations of the EPA. This option presents the least amount of risk and expense for meeting the remediation objectives.

Remediating to Commercial/Industrial will require a change of land use for the Site and will see additional fees and reports estimating $130,000. It would also add around 18 months of approvals, before remediation could commence.

Opting to change the land use of the Site to Commercial/Industrial also presents risks that Transport applications to change the land use zone will be rejected.

An application to change the land use zone may also come with special conditions that would affect how the Site could be used in the future. There is also a risk that the EPA may not reduce the remediation criteria after the land use zone change is approved.

2. Future land use

The assessment identified five potential land uses post remediation which were assessed against a weighted criterion. The options considered were:

  • Divestment
  • Community lease (e.g Mens Shed; community garden)
  • Commercial lease
  • Recreation use, and
  • Demolish the building assets and resume the land into the rail corridor

Preferred land use option:

To progress remediation of the Site as efficiently and cost effectively as possible, Transport's preferred option is to demolish the cottage and resume the land into the rail corridor. The remediation works will take around 18 months to complete.

This means the Site can be remediated at the same time as Woodlawn Sidings (Rail Corridor). No changes to land use zoning would be needed to progress this option.

Transport's main objective is to expedite remediation of the Site and protect community health and safety.

Community Drop-in Session

In February 2023, Transport for NSW held a drop-in session to seek community views on future land uses for the Tarago Former Station Master's Cottage.

We would like to thank community members that attended the session and completed our online survey on future land uses.

Feedback from the community and completed surveys are now being considered by Transport. We will update the community later this year when we determine the future land use for the Former Station Master's Cottage.

Proposed changes to the Tarago Voluntary Management Proposal 

Transport for NSW has requested an extension of time from the NSW EPA for the Voluntary Management Proposal (VMP) to remediate the Tarago Rail Corridor.

Transport submitted this request to the EPA through an amendment to the VMP under Section 44 of the Contaminated Land Management Act 1997.

We recently held a community information session to advise the community that we have submitted this change to the VMP.

We acknowledge that this will result in some delays to complete remediation. Further details can be found in the Community update on the VMP (PDF, 221.29 KB).

Tarago Train Station

The reports submitted to the NSW Environment Protection Authority (EPA) on 7 October 2022 are now available in the Reports section.

The reports were prepared in response to the Prevention Notice issued by the EPA, following their inspection of the Tarago Woodlawn Siding on 5 September 2022.

The reports include:

  • a detailed report addressing the requirements of the Prevention Notice
  • a Surface Water Monitoring Report
  • the updated Lead Management Action Plan.

Surface water monitoring

Surface water monitoring was completed in September 2022. Transport is currently reviewing the report findings with the EPA.

Air quality monitoring

Transport installed three air monitoring units on 18 October 2022. There have been delays in receiving the units from our supplier. One more will be installed in November, subject to identifying a suitable location. The results of this monitoring will be made available on our website.

Lead Management Action Plan

Transport is continuing to work with its contractors to finalise and implement the updated Lead Management Action Plan, with the recommended actions from the inspection.

Transport takes its role in protecting the safety of the community very seriously and will continue to work closely with the EPA and the independent site auditor in relation to the ongoing management of the site.

We will continue to implement the recommendations of the EPA and will update the community as we progress this work and provide more information as it becomes available.

October 2022

Tarago Train Station  

Transport and its consultant Ramboll have been working to address the requirements of the Environment Protection Authority (EPA) Prevention Notice for the area near the Tarago Train Station.  

Ramboll attended the site on 12 and 13 September to complete inspections and restart surface water monitoring. Ramboll made a number of observations and recommendations (corrective actions) to address these. 

The corrective actions were completed on 28 and 29 September. Ramboll inspected the works to ensure that they met the requirements and expectations of Transport and the EPA. Ramboll has prepared a detailed report addressing the requirements of the EPA Prevention Notice. Transport submitted the report to the EPA on 7 October and is awaiting their feedback. This report will be published on our website once finalised. 

Transport also engaged Ramboll to update the Lead Management Action Plan and restart surface water monitoring. Initial surface water monitoring was completed on 28 and 29 September and a report provided to the independent EPA Accredited Site Auditor.  The independent Site Auditor has reviewed and provided comments on both the Lead Management Action Plan and Surface Water Monitoring report.

The results of the surface water monitoring will be published together with the report once finalised.

Transport is continuing to work with its contractors to finalise and implement the updated Lead Management Action Plan, with the recommended actions from the inspections.

Transport for NSW held two information sessions in August to update the community on the progress of plans to remediate the elevated lead levels in the rail corridor at Tarago.

July 2022

Update on plans to remediate the rail corridor in Tarago

Transport developed and has been implementing a Voluntary Management Proposal (VMP) to investigate and remediate the lead contamination in the Tarago Rail Corridor.

We have completed the first three stages of the VMP. This has involved a range of activities including:

  • Investigations to understand the extent and locations of the contamination.
  • Developing and implementing an Interim Action Plan to mitigate the potential risks to people and the environment.
  • Completing inspections of the controls in the Interim Action Plan. This included monthly inspections and monitoring the site after rainfall above 10 millimetres. Observations from the monitoring confirm the controls are effective.
  • Monitoring surface water and air quality. The monitoring reports show that the risks to the community and environment were low.
  • Developing a remediation action plan.

We expect to complete the planning, environmental approvals and procurement stage by 31 December 2022. This is subject to obtaining the necessary third-party planning approvals such as an amended Environment Protection Licence and the Development Application.

At this stage, we expect to complete the remediation within 18 months of receiving the third-party planning approvals.

Resolving the preferred option for remediation took longer than initially planned and has resulted in delays to visible action in the rail corridor. We regret that delay and apologise for not keeping the community informed of progress.

We are working to complete the work safely and in line with EPA requirements. The health and safety of the community is our top priority in completing this important work.

March 2022

We submitted an updated Voluntary Management Proposal (VMP) for the rail corridor to the EPA. The EPA approved the amended VMP in March 2022 and published it on their website at https://app.epa.nsw.gov.au/resources/clm/docs/html/n20224403.htm

2020 - 2021

In 2020 and 2021, Transport completed various investigations and studies for the project. This included:

  • Detailed Site Investigation
  • Environmental Site Assessment
  • Remedial Action Plan
  • Lead Investigation Report
  • Internal Dust Removal Report
  • Short Term Lead Management Plan
  • Preliminary Human Health Risk Assessment
  • Water and air quality monitoring reports.

Monitoring water and air quality

Surface water and air quality monitoring was completed to assess the potential for impacts from contaminants in the rail corridor across. This was conducted across a range of weather conditions that are considered representative of historic weather variability.

The monitoring of both surface water and air quality occurred for at least 12 months. The April 2021 Surface Water Monitoring Report and the July 2021 Air Quality Monitoring Report summarise the findings of these monitoring programs. The reports both conclude that the risks within the receiving environment were low across the monitoring period.

Monitoring programs were discontinued in mid-2021 as the monitoring completed was considered representative of reasonably predictable weather variability. The monitoring program is proposed to restart both during and after the remediation work.

Routine track maintenance in Tarago from 20 April 2021

The NSW Government will carry out track maintenance and resurfacing at the Tarago rail yard to ensure the safety and efficiency of the rail network. We will be adjusting railway sleeper heights and adding ballast along two sections of the rail track.

We will be working for three days from Tuesday 20 April to Thursday 22 April between 6am and 4.30pm, weather permitting.

There may be some dust impacts associated with this work. We will make every effort to minimise dust by wetting the site before we start work and by closely monitoring the job. The Environment Manager will be on site at all times during the work to monitor the dust impacts.
